MEMORANDUM OF UNDERSTANDING

BETWEEN

THE PUBLIC SERVICE HUMAN RESOURCES MANAGEMENT 
AGENCY OF CANADA

AND

NAME OF REGIONAL FEDERAL COUNCIL

UNDER THE REGIONAL PARTNERSHIPS FUND

WHEREAS the Speech from the Throne of September 30, 2002 highlighted the importance of strengthening the use of both official languages in the federal Public Service, both in the workplace and in communications with Canadians; and

WHEREAS the Government of Canada, in keeping with the Action Plan for Official Languages, will invest new funds over the next five years to develop an exemplary Public Service in official languages; and

WHEREAS to this end, the Public Service Human Resources Management Agency of Canada will support, through the Regional Partnerships Fund, the targeted activities of departments and agencies that promote better management of official languages, a change in organizational culture, new service delivery methods, and language learning in the workplace;

THEREFORE, the above-mentioned parties to this memorandum of understanding agreed that:

(1) During the 200X-200X period, funds in the amount of $XXX will be transferred from the 200X-200X resource levels (Vote X) to the (banking institution) for the project “Title of project”. Under this agreement, the funds will be issued in the Supplementary A or B Estimates;

(2) It is understood that the funds will be transferred to the banking institution's operational budget. The institution is responsible for the allocation of the funds according to plans submitted;

(3) The (name of regional federal council) will provide the Public Service Human Resources Management Agency of Canada with a description of the activities carried out at the end  of the fiscal year;

(4) Appendix B, entitled Regional Partnerships Fund – Guidelines, is an integral part of this memorandum of understanding between the Public Service Human Resources Management Agency of Canada and the (name of regional federal council);

(5) The (name of regional federal council) undertakes to share best practices to ensure dissemination of the results and successes;

(6) The parties agree that this memorandum of understanding started on April 1, 200X and will expire on March 31, 200X;

(8) This memorandum of understanding may be amended during its term with the mutual consent of the parties.
