EXECUTION OF JOSEPH STANLEY FAULDER:
COMMENTS BY THE GOVERNMENT OF CANADA
Foreign Affairs Minister Lloyd Axworthy issued the following statement tonight:
Mr. Faulder was executed earlier this evening. On behalf of the Government of Canada, I extend my condolences to
his family. I would also like to extend our condolences to the family of Inez Phillips.
The Government of Canada deeply regrets that the authorities of Texas did not accept its request for executive
clemency and the commutation of Mr. Faulder's sentence to one of life imprisonment. The request was based on
the Government's view that important international legal issues, especially those associated with the Vienna
Convention on Consular Relations, be examined by U.S. officials and by the U.S. judicial process. These issues
remain important ones for all Canadians who live, work and visit outside of Canada. As such, the Government of
Canada will continue its efforts to ensure that the rights of Canadians in such circumstances are fully respected in
accordance with the law.
The Government of Canada was grateful that its concerns were recognized and supported by Secretary of State
Madeleine Albright. "I also express my appreciation for the appeals for clemency made by Members of Parliament
David Pratt, Peter Mancini and Richard Marceau during a visit to Texas on May 24, and by Daniel Turp, who
pleaded Mr. Faulder's case this week before the Texas parole board."
