APPOINTMENT OF NEW SECRETARY TO THE NORTH AMERICAN FREE TRADE
AGREEMENT SECRETARIAT
The Minister for International Trade, Pierre Pettigrew, today announced the appointment of Françoy Raynauld
as the new Secretary to the North American Free Trade Agreement (NAFTA) Secretariat, Canadian Section.
Mr. Raynauld has been involved in international affairs since 1989. He has most recently been a consultant in
international affairs and environmental studies for a number of individuals and organizations, including the
Development Centre of the Organization for Economic Cooperation and Development (OECD) in Paris. From
1989 to 1994, he participated as Special Advisor to the Quebec Minister for International Affairs in the
negotiations on NAFTA and the General Agreement on Tariffs and Trade (GATT), as well as in the supervision
of the settlement of trade disputes with the United States and the European Union. Mr. Raynauld holds a Ph.D.
from the Graduate School of the City University of New York, as well as an M.Sc. from the University of
Montreal.
The NAFTA Secretariat is an administrative body composed of Canadian, American and Mexican national
sections. The national sections are located in Ottawa, Washington and Mexico City, headed by appointees
from each country.
The Secretariat provides administrative assistance for panels and committees established under Chapters 14
(financial services), 19 (antidumping and countervailing duty) and 20 (general dispute settlement provisions) of
NAFTA, and has certain responsibilities related to Chapter 11 (investment). Each national section maintains a
court-like registry relating to panel, committee and tribunal proceedings.
