MANLEY ANNOUNCES LIFTING OF EXPORT CONTROLS ON GOODS
DESTINED FOR FEDERAL REPUBLIC OF YUGOSLAVIA
John Manley, Minister of Foreign Affairs, announced today that Canada has removed the Federal
Republic of Yugoslavia (FRY) from the Area Control List under the Export and Import Permits
Act. This means that there is no longer a general requirement to obtain export permits for goods
destined to go to the FRY. Canada has also lifted the investment ban against Serbia.
"Following the success of the democratic forces in the Serbian elections of December 23, we are
taking further steps to encourage closer ties with the democratic government in the Federal
Republic of Yugoslavia," said the Minister.
Canada put the investment ban in place in June 1998 in response to the violence committed by
Yugoslav security forces against ethnic Albanians in Kosovo. After the inauguration of President
Vojislav Kostunica on October 7, 2000, Canada announced an immediate end to the suspension
of discussions on bilateral agreements between Canada and the FRY and the beginning of the
process of lifting sanctions.
Canada's decision does not affect sanctions put in place by the United Nations Security Council.
Canada continues to enforce a freeze on the assets of the former Yugoslavia situated in Canada
prior to the adoption of Security Council Resolution 1022 (1995) of November 22, 1999, pending
agreement by the successor states on the division of those assets. In addition, Canada continues to
enforce the arms embargo imposed by the Security Council in Resolution 1160 (1998). The
lifting of the arms embargo is subject to a Security Council decision.
Furthermore, a freeze on the assets of the governments of the Federal Republic of Yugoslavia and
of Serbia will remain in place, as will a visa ban for government officials of the Milosevic
regime.
