MANLEY ANNOUNCES APPOINTMENT OF CHAIR OF
ASIA PACIFIC FOUNDATION OF CANADA
John Manley, Minister of Foreign Affairs, today announced the appointment of
Thomas Axworthy as Chair of the Board of Directors of the Asia Pacific Foundation of Canada
effective immediately. Mr. Axworthy has served as a director of the Foundation for the last four
years.
The Asia Pacific Foundation of Canada, created in 1984 by an Act of Parliament, is a private
non-profit organization funded by the federal and provincial governments, with additional
financial support from the private sector. The Foundation's mission is to help Canadians better
understand and be more successful in the Asia Pacific region.
The Asia Pacific Foundation of Canada and its subsidiaries, the GLOBE Foundation and the
Canadian Education Centre Network, operate a number of programs to further Canada's
economic interests in the region. The Foundation also houses the Asia-Pacific Economic
Cooperation (APEC) forum Study Centre, which promotes collaborative research and
disseminates information and analysis on APEC, as well as on priority issues for Canada's
involvement in this forum.

BIOGRAPHICAL NOTE
Thomas Axworthy was born in Winnipeg in 1947. He obtained a BA from the University of
Winnipeg before earning an MA and PhD in political science at Queen's University. He also
attended Nuffield College at Oxford University as a visiting student. Mr. Axworthy served with
the Government of Canada in various positions beginning in 1974 as Special Assistant on Urban
Policy to the Minister of State for Urban Affairs and Special Assistant (Cabinet Briefing) to the
Minister of National Revenue. In 1975 he became a special assistant in the Office of the Prime
Minister of Canada and began work as a policy advisor in 1977. The following year, he became
Assistant Principal Secretary (Policy). In 1979 he acted as Senior Policy Advisor, Office of the
Leader of the Opposition, as well as Acting Director for the Liberal Caucus Research Bureau.
Mr. Axworthy taught at Queen's University in the Department of Political Studies part-time
between 1979 and 1980. From 1981 to 1984 he was the Principal Secretary to the Prime Minister.
Mr. Axworthy joined The CRB Foundation as Vice-President in 1986 and became Executive
Director in 1989. He has been an adjunct lecturer in public policy at the John F. Kennedy School
of Government, Harvard University, since 1990. Mr. Axworthy is also currently Executive
Director of The Historica Foundation of Canada in Toronto, and an associate of the Centre for
International Affairs at Harvard University.
