DIPLOMATIC APPOINTMENTS

DIPLOMATIC APPOINTMENTS
Foreign Affairs Minister Lloyd Axworthy today announced the following diplomatic
appointments:
Yves Boulanger, becomes Ambassador to the Republic of Mali.
Dilys Buckley Jones, becomes High Commissioner to the Republic of Zambia.
Michel Duval, becomes Deputy Permanent Representative to the United Nations.
Jules Savaria, becomes Ambassador to Burkina-Faso.
J. Fernand Tanguay, becomes Ambassador to the Holy See.

BIOGRAPHICAL NOTES
Yves Boulanger (BA, University of Sherbrooke, 1965; DES, University of Ottawa,
1969; BA [Economics], University of Sherbrooke, 1972; MA, University of
Sherbrooke, 1973) has devoted his professional life to development assistance,
initially serving as Director of the Canadian University Service Overseas in Upper
Volta in 1967. Somewhat later he served directly under the aegis of the Canadian
International Development Agency (CIDA) from 1974 to 1980 as a co-operant in Niger
and Zaire. He joined the Agency in 1980 and served abroad at the Embassy in
Kigali. At CIDA headquarters, he has had a range of assignments including Director
of Agriculture in the then Directorate General for Professional Services, Program
Director for Asia and, most recently, Program Director for Bangladesh, a post
which he has occupied since 1994. Mr. Boulanger is married to Hélène Demers-Boulanger. He succeeds Susan McCoy.
Dilys Buckley Jones (BA, Queen's University, 1965) joined the Department of
External Affairs in 1965. In addition to her current assignment as Director of
Liaison in the APEC '97 Canadian Co-ordinating Office, she has occupied a variety
of functions in Ottawa, including Director of the South Pacific Division (1994-96)
and Senior Advisor for Federal-Provincial Relations (1992-93). She has served in
numerous missions abroad including Lima, Copenhagen, Mexico and Hong Kong. From
1987 to 1990, she was Chargé d'Affaires a.i. in Guatemala, and from 1990 to 1993,
High Commissioner in Port of Spain. Ms. Buckley Jones succeeds Mary Mosser.
Michel Duval (BA, Université Laval, 1969; BSc, University of Montreal, 1972; MSc,
University of Montreal, 1976; MAP, École nationale d'administration publique,
1980), born in Trois-Rivières, Quebec, entered the Department of External Affairs
in 1973. He has served abroad in Paris at the Permanent Delegation of Canada to
the Organization for Economic Co-operation and Development, and in Budapest and
Bonn. He has served at headquarters in numerous functional and political divisions
including as Director of the Western European Relations Division (1992-95),
Director of the Professional School at the Canadian Foreign Service Institute
(1995-96) and, most recently, as Director of the Regional Security and
Peacekeeping Division (since 1996). He is married to Louise Blais. Mr. Duval
succeeds David Karsgaard.
Jules Savaria (MA, University of Montreal, 1971; PhD, University of Montreal,
1978) began his professional life as Regional Director for West Africa at the
Canadian University Service Overseas in 1975 and spent several years as a
consultant abroad and in Canada with a number of non-governmental organizations
concerned with development assistance in Mali, Haiti and Cambodia. In 1980, he
served with the United Nations Development Program in Senegal. Joining the
Canadian International Development Agency in 1981, Mr. Savaria has occupied a wide
range of positions, including Program Director for Haiti (1988), following which
he served in the Development Assistance programs in embassies in Kinshasa and
Conakry. Since 1995, he has been Director of the Educational Institutions Program
in the Canadian Partnership Branch. Mr. Savaria is married to Isabelle Bindia and
has four children. He succeeds Louise Ouimet.
J. Fernand Tanguay (BA, University of Ottawa, 1955; BPhil, Saint Paul University,
1956; MA, University of Ottawa, 1961; LL L, University of Ottawa, 1963; DES
[Public Law and Administration], University of Ottawa, 1965) joined the Department
of External Affairs in 1963 and had postings abroad in Moscow (twice, the second
time as Minister), Bonn and Geneva as Minister and Deputy Permanent Representative
to the Office of the United Nations. Mr. Tanguay occupied a wide range of
positions in Ottawa, including Director of the United Nations Political and
Institutional Affairs Division from 1978 to 1982 and Director General of the
International Cultural Relations Bureau from 1988 to 1990. He was Diplomat in
Residence and visiting professor in the Law Faculty at McGill University during
the 1991-92 term. He left the Public Service in 1991 to become President of the
Board of "Les Éditions du Méridien" and Director of the Dominican University
College Foundation. Between 1993 and 1997 he served as Deputy Secretary General of
the Canadian Conference of Catholic Bishops. Mr. Tanguay succeeds Léonard Legault.
