AXWORTHY WELCOMES RELEASE OF REPORT ON PREVENTING
DEADLY CONFLICT
Foreign Affairs Minister Lloyd Axworthy today welcomed the release of the Final
Report of the Carnegie Commission on Preventing Deadly Conflict. The Commission's
report is the culmination of an unprecedented three-year global effort to develop
strategies for the prevention and resolution of deadly conflict within and between
states. In gathering material for the Report, the Commission sponsored research by
leading academics and policy makers from around the world on conflict prevention
strategies, including preventive diplomacy, early-response mechanisms and the
promotion of equitable social and economic development.
"As part of Canada's Peacebuilding Initiative, we are committed to assisting
countries in conflict in their efforts toward peace and stability," said Minister
Axworthy. "However, sustainable peace can only be built through the active co-operation and participation of the governments, peoples and groups caught in the
conflict itself. This means drawing on local, national, regional and international
expertise and commitment, depending on what is most effective. In preparing this
report, the Carnegie Commission has tapped this expertise and drawn insightful
conclusions, which will inform future international efforts aimed at finding
solutions to conflicts around the world."
As part of Canada's ongoing efforts to encourage an international peacebuilding
network, the Department of Foreign Affairs and International Trade will host in
Ottawa, on February 17, the Canadian launch of the Commission's Report.
Representatives of the Commission will be present at the launch to discuss the
contents of the Report with officials, academics and non-government organizations
from across Canada.
Established in 1994 by the Carnegie Corporation of New York, the Commission is an
international body of 16 eminent policy makers and scholars, co-chaired by Dr.
David A. Hamburg, President Emeritus of the Carnegie Corporation, and Cyrus R.
Vance, former U.S. Secretary of State. Members include the former prime minister
of Norway, Gro Harlem Brundtland; seven former foreign ministers, including Flora
MacDonald, Lord David Owen, Gareth Evans and Sir Shridath Ramphal; as well as Sir
Brian Urquhart and several other United Nations officials with long experience in
conflict resolution and peacekeeping.
