APPOINTMENT OF PRESIDENT OF INTERNATIONAL CENTRE FOR HUMAN RIGHTS
AND DEMOCRATIC DEVELOPMENT
Bill Graham, Minister of Foreign Affairs, today announced the appointment of Jean-Louis Roy as President of the
International Centre for Human Rights and Democratic Development (ICHRDD) (Rights & Democracy).
From 1990 to 1998 Mr. Roy was Secretary General of the "Agence de la Francophonie" in Paris. He was responsible for
promoting cooperation between the 49 member states of the Francophonie, and for the implementation of political,
economic and social programs agreed upon at summit meetings of the Heads of State and Government. Since then Mr. Roy
has served in an advisory capacity on issues related to international development, good governance, human rights and
democracy. In 2000 Mr. Roy received the Rights and Freedom award (Prix Droits et Libertés) from the Quebec
"Commission des droits de la personne et des droits de la jeunesse." Presently Mr. Roy is Chancellor of the University of
Sainte Anne in Nova Scotia.
The appointment is for five years.
The International Centre for Human Rights and Democratic Development is an independent body established by an act of
Parliament in 1988. It provides individuals and organizations in other countries with training, consultation and research
services to promote the observance of human rights and the full participation of all citizens in the democratic process. The
Board of Directors of the ICHRDD is made up of 13 members, including three from countries other than Canada. More
