Objectives

One of the main objectives of the Shared Systems Initiative is to reduce the number of departmental/agency software systems in use across the government and to provide common solutions where none exist.  In that context, the Information Management Division (IMD) of the Public Service Human Resources Management Agency of Canada has been approached by a number of departments to lead the RFP process for a GOC standard Organization Charting solution. The goal is to acquire a government-wide licensing arrangement for a commercial off the shelf application for organizational charting that provides the ability to define, present, navigate, and query information defining an organization's structure. 

As part of the RFP process, a working group made up of HR stakeholders, Organization and Classification representation, central agency and HR clusters leads will be created to explore the Government of Canada requirements.

The business objectives of the project are:

  • Providing the government with greater "buying power" for purchasing the org chart software product;

  • Realize greater economies of scale for training, through common business practice making the acquisition of the product a cost-effective option for all federal departments and agencies.

  • Lower total cost of ownership.

  • Conforms to the government's renewal strategies that are consistent with departmental needs, and are acquired in a competitive procurement environment.

  • Provide the government with greater vendor influence over maintenance and customization work.

  • To provide a solution that includes GOC legislative policy requirements such as the Official Languages requirement.

Status as of Oct. 21, 2005

  • PWGSC has reviewed the Statement of Work and Evaluation Criteria.

  • We are responding to questions raised and working with PWGSC to finalize the RFP.

  • We are exploring funding options.

  • We are still targeting this year to issue the RFP to seek proposals and then conduct the evaluation process.
