Employee Passport - Objectives

As part of the Bill C-25 driven human resources modernization of the Public Service of Canada, the Employee Passport facility will facilitate the movement of employees amongst government departments and agencies. The Employee Passport Pilot Project will create an automated capability that HR specialists can use to quickly and securely transfer electronic HR information from one department to another, irrespective of the HR systems in use.

Specifically, the purpose of the Employee Passport Pilot Project is to define and implement a data-sharing mechanism that will allow employee HR information to be transferred electronically from one department to another. A recently completed Proof of Concept project demonstrated that technology is available to enable data sharing for the transfer of HR data or any type of data amongst government departments. It also demonstrated that PKI/PMI technologies as configured and implemented within the Government of Canada (GoC) allow for the deployment of end-to-end trusted applications (privacy, authentication, authorization, and non-repudiation). The proposed implementation is intended to require minimal technology deployment for user organizations that are already configured for Web browser application access and that have implemented PKI for their user community.

“From Six Months to Six Minutes”

A key purpose proposed for the Employee Passport is to enable the electronic transfer of employee records when government employees transfer between two different departments or agencies. Currently it takes up to nine months for this paper file exchange of data to be realized. With the implementation of the Employee Passport project, this data transfer operation can be accomplished in minutes. It is conservatively estimated that a $1 million savings will be realised from implementing this single transaction. During the pilot operation of this electronic transfer capability statistics will be captured in order to determine the actual financial benefits derived from the new capability.

An important residual feature of this project is the secure data-sharing mechanism developed on this project can be used for other data sharing transactions within the Public Service. It is expected that this capability shall become an important link between the various human resources systems used within the public service. This enabling technology will support effective and efficient management of HR across government.
