Recognizing the need to address the under-representation of Visible Minorities in the federal Public Service and to reflect modern Canadian society, the Government of Canada endorsed the Embracing Change Action Plan in June 2000.

Meeting the challenges set out in the Task Force's Action Plan requires active support at all levels, particularly among deputy heads and managers. Embracing Change means eliminating systemic barriers, fostering a favourable corporate culture and assuming direct responsibility for the achievement of the benchmarks aimed at building a representative and inclusive federal Public Service.
