SUBJECT: Maternity/Parental Benefits for the Executive Group and Excluded Employees of the Law Group.
I am writing to inform you that we anticipate changes to the Maternity/Parental Provisions of the Executive Group
Terms and Conditions of Employment and the interim exception concerning the same for employees of the Law Group, prior
to March 25th, 2001.
The changes we anticipate would provide these employee groups with the same maternity/parental benefits, which have
been recently, provided to the Public Service Alliance of Canada and most of the Professional Institute of the Public
Service of Canada groups by Memoranda of Understanding.
In anticipation of these changes, and in an effort to ensure that no employees receive less than their full
entitlements, we are requesting that departments contact any employees who may possibly be affected. Departments should
explain how the changes, when approved, would affect them and inform the employees of their obligations if they wish to
avail themselves of the new entitlements.
Chiefs of Staff Relations and Compensation Managers have been made aware of the effects of the changes by means of a
Treasury Board Information Bulletin on the subject of Maternity/Parental Benefits - Revised Provisions. This document
is dated February 13, 2001 and is available through HR Connections.
The existing parental benefits for Executives and excluded employees of the LA group entitle these employees to only
a maximum of twelve weeks of employer benefits. As a result employees may lose out on the employer parental benefits
top-up if they do not request their revised entitlements prior to March 25,2001.
Please note that the changes to the Executive Group terms and conditions of employment mean that other occupational
groups, which follow the provisions of the Executive Group, will also be eligible for these new entitlements. Employees
who are Deputy Ministers, General Executives, Defence Scientists, or Governor-in-Council appointees will, when they are
approved, also be entitled to these improvements.
I have enclosed a graph to this document which depicts the new leave and allowance entitlements, and may be of use
to you in explaining employees their entitlements.
