Approval of performance pay for participants of the Career Assignment Program (CAP)

On September 18, 2003, the departments were authorized to implement performance pay for employees in the Career Assignment Program (CA) Group, levels 1 and 2, for fiscal year 2002-2003. Departments will implement performance pay in accordance with the Salary Administration Policy and Plan for the Career Assignment Program Group.

You may also wish to refer to the information bulletin dated June 18, 2002, Compensation Improvements – Career Assignment Program (CA) Group, where the Treasury Board lifted departmental budgets for performance pay for the CA group, including the "sliding scale" when determining performance award budgets in smaller departments (less than 20 employees).

Performance awards are granted to employees whose performance has been assessed as at least "fully satisfactory" against their CAP Assignment Plan/Review and the knowledge, skills and competencies annexed to the CAP policy. Increases are to be limited to:

Outstanding performance during the year up to 10% of salary
Superior performance during the year up to 8% of salary
Fully Satisfactory performance during the year up to 6% of salary
Satisfactory
Needs Improvement
Unable to Assess
No Award
