The new Public Service Labour Relations Act (PSLRA),
Financial Administration Act (FAA), and Public Service
Employment Act (PSEA) will come into force in 2005. These
Acts are a cornerstone of the modernization of human resources
management in the Public Service. Together with other
initiatives, these Acts will position the Public Service to
provide better programs and services to Canadians. Thus it is
essential that we carefully assess our readiness for implementing
these Acts.
The Public Service Human Resource Management Agency of Canada
wants to play an active role to ensure that departments and
agencies are fully prepared for a successful implementation.
To this end, we are providing you with the Readiness
Assessments documents for the PSLRA/FAA and the PSEA, and the
guidelines for completing and submitting these assessments.
Information gathered from the readiness assessment will be
collected monthly starting January 13, 2005, and thereafter, on
the 13th day of every month. The consolidated results
will be presented to the Deputy Minister Human Resources
Management Advisory Committee (DM HR MAC) and posted on the PSMA
Website for your information.
These readiness assessments are critical to ensure sound
project management for the implementation of the PSMA. Not only
does it allow departments and agencies to self-assess their
progress, but it provides us important project information to
help guide central decision-making and to provide advice or
assist departments to meet the deadlines should an activity be at
risk.
