Overview of Human Resources Management Modernization

The Human Resources Management Modernization Branch was established in April 2004 within the Public Service Human Resources Management Agency of Canada.  The Branch provides guidance and direction to organizations for the implementation of the various HR modernization programs.

Human resources management modernization is a Government of Canada priority that is reshaping the public service.  The goal is to create a modern, professional public service, dedicated to the public interest – a public service that plays a central role in the successful business of government, and in the delivery of quality service to Canadians.

This transformation of the public service includes the implementation of the Public Service Modernization Act; leading the ongoing process of modernizing the Classification system; creating, with the Public Service Commission, a modernized employment regime; and developing the HR management dimension of new shared services initiatives.

Human Resources Management Modernization initiatives

The Public Service Modernization Act (PSMA) introduced a new way of doing business that will improve how the government serves Canadians. Deputy heads have more flexibility in hiring, supporting and managing their people along with strengthened accountability based on transparency, fairness and respect. Labour-management relations are becoming more collaborative with both management and labour working together to foster a mature, healthy and productive workplace. Employees at all levels will have access to a more comprehensive, career-long approach to learning and professional development. The PSMA is an empowering Act, which is destined to produce the policy frameworks and tools needed to support the modernization of human resources management within the public service.

Classification Modernization will ensure that jobs are aligned with business realities, the needs of managers and the expectations of employees.  The government’s framework for human resources modernization sets out a new equation for reform of the classification system, one that integrates classification with the broader goals of management modernization, so that we can get the right people in the right jobs - faster.

Employment Policies are being reviewed in order to build a modern, coherent, horizontal ‘core’ policy suite that is reflective of the goals of the PSMA, the needs of managers and the evolving business of government.

The HR element of the Internal Services Modernization Program is an important effort to improve the way these services are delivered.  Using common business processes supported by a single integrated system, it is the catalyst needed for real operational and service delivery change.  Shared services and systems for HR is expected to deliver transformative and strategic benefits, such as enabling the HR professional to spend less time providing basic transactional services and more time engaging in the business of government, as both a strategic and business partner.
