Held in January, Exercise SWIFT BEAR included airmobile movement, reconnaissance patrols and defence of high value assets such as bridges. Army trials new digitized command and control systemBy Maj Tony Balasevicius CFB PETAWAWA The First Battalion, The Royal Canadian Regiment (1 RCR) will lead the Land Force into the future as the unit moves to the forefront of the Armys digitization effort. 1 RCR has started training on a new digitized command and control system called the Land Force Command and Control Information System Version 1 (LFC2IS V1). The basic components of this advanced concept consists of a tactical communication system, which connects the Command and Control system (ATHENA), the Situation Awareness System (SAS) and the Operational Database (OPERA) to the national command system. When LFC2IS V1 is fully deployed, it will provide the Army with common communication, data and automated functionalities that will give commanders information superiority over any potential enemy. Because of the projects complexity, LFC2IS V1 is being implemented incrementally. The first objective, which started some time ago, was to make the systems various components interoperate. This phase has developed to the point where the Army can now take the next step. During this subsequent phase, the plan is to optimize the systems capabilities by studying a combat units organization, procedures and doctrine. This will be done through the Command Support Pilot Project using 2 Canadian Mechanized Brigade Group as the Trial Formation and 1 RCR as the Trial Unit. The Command Support Pilot Project will focus on two themes; it will validate the Information Management (IM) process and determine the most effective headquarters structure at the brigade and unit level. This will be achieved by testing various organizational structures in an effort to develop the optimal configuration for each headquarters. To validate the IM process, the project will focus on acquiring information about the tools and procedures that will be needed by a headquarters working in the digitized environment. The results of this trial will form the basis of recommendations to the Army commander on the structure, procedures, tools and processes needed to support commanders and staffs. These recommendations will provide the blueprint for the eventual establishment of an Army tactical level command and control system in a digitized environment. Maj Balasevicius is DCO, 1 RCR. Le 1 RCR a commencé à se familiariser avec le nouveau système numérisé de commandement et de contrôle appelé Système dinformation de commandement et de contrôle Version 1 (LFC2IS V1). Ce concept moderne repose essentiellement sur un système de communications tactiques qui relie le système de commandement et de contrôle (ATHENA), le Système de connaissance de la situation des forces (SAS) et le Système de base de données opérationnelles (OPERA) au système de commandement national. Lorsque le LFC2IS V1 sera diffusé intégralement, lArmée aura la communication courante, les données et les fonctionnalités automatisées qui permettront aux commandants davoir lavantage sur nimporte quel ennemi potentiel, au chapitre de linformation. Vu la complexité du projet, le LFC2IS V1 est mis en uvre progressivement. Dans une première étape, qui remonte à quelque temps déjà, lobjectif visé était linterfonctionnement des diverses composantes du système. Cette étape a progressé à un point tel que lArmée peut maintenant passer à la suivante. Au cours de cette nouvelle étape, le plan consiste à optimiser les capacités du système en étudiant lorganisation, les procédures et la doctrine dune unité de combat. Cest ce quon tentera de faire avec le projet pilote de programme daide au commandement qui fait appel au 2e Groupe-brigade mécanisé du Canada comme formation expérimentale et au 1 RCR comme unité dessai. Le projet pilote daide au commandement comportera deux volets : la validation du processus de gestion de linformation (GI) et la détermination de la structure de quartier général la plus efficace, au niveau de la brigade et de lunité. Pour y arriver, diverses structures organisationnelles seront mises à lessai afin détablir la configuration optimale pour chaque quartier général. Pour valider le processus de GI, on mettra laccent sur lobtention dinformation au sujet des outils et des procédures dont aura besoin un quartier général qui exerce ses activités dans un milieu numérisé. Les résultats de cet essai serviront de fondement aux recommandations formulées au commandant de lArmée, concernant la structure, les procédures, les outils et les processus nécessaires pour aider les commandants et létat-major. Ces recommandations vont servir davant-projet à la mise sur pied éventuelle dun système de commandement et de contrôle tactique de lArmée, dans un environnement numérisé.
