Downsizing of Op APOLLO – Canadians stay in Tampa

In the spirit of the force realignment occasioned by the launch of Operation ATHENA and the downsizing of Op APOLLO, a number of changes have been made to the structure of the forces deployed to southwest Asia. One of the most dramatic changes was introduced on August 16, when the National Command Element (NCE) of Op APOLLO, based in Florida, ceased operations after some 22 months of existence. However, a liaison team of seven military personnel named Operational Force Tampa has shouldered the NCE’s job of ensuring Canadian representation within the coalition of countries that have joined forces to fight terrorism.

Created in the wake of the events of September 11, 2001, Op APOLLO set up its NCE at US Central Command, based at MacDill Air Force Base in Tampa. At its peak, the NCE employed 60 military personnel and had the task of co-ordinating the Canadian military contribution to the campaign against terrorism with that of the 50 or more countries in the Op ENDURING FREEDOM coalition.

"US Central Command plays a key role in co-ordinating the multinational military effort against the threat of organizations like Al-Qaida and the Taliban," notes Brigadier-General Dennis C. Tabbernor, commander Operational Force Tampa. "Under these circumstances, the countries committed to the military campaign against terrorism maintain a presence in Central Command. There is no question that the individual countries benefit from the synergy generated when all the allies are found under one roof."

Consisting of prefabricated modules erected in a parking lot, the facilities created to accommodate the coalition countries may seem temporary. "But make no mistake. The fight against terrorism is far from being won," adds BGen Tabbernor. The American administration is accordingly working to create a complex capable of accommodating coalition members engaged in the fight against terrorism. The building being planned would have 6 503 m2 of floor space and an estimated cost of nearly US$40 million.

This transformation of deployed forces has necessitated other adjustments. For example, all the Camp Mirage units have been placed under a single command. Now referred to as the Theatre Support Base, the new unit has now been integrated into Op ATHENA. On the other hand, HMCS CALGARY will continue to patrol the Arabian Gulf until the end of October. The only element currently attached to Op APOLLO, the frigate will continue the work started by 10 of its sister ships by delivering support to Op ENDURING FREEDOM.

The force reductions associated with operations in the Arabian Gulf were announced by Defence Minister John McCallum on June 6. Based on the positive developments in this area of the world, this realignment of Op APOLLO will enable Canada to intensify its efforts in Afghanistan.

Réduction de l’Op APOLLO — Les Canadiens demeurent à Tampa

Dans l’esprit du remaniement des forces occasionné par le lancement de l’opération ATHENA et par la réduction de l’Op APOLLO, plusieurs changements ont été apportés à la structure des forces déployées en Asie du Sud-Ouest. Un des changements les plus marquants est survenu le 16 août, lorsque l’élément de commandement national (ECN) de l’Op APOLLO, situé en Floride, a cessé ses activités après quelque 22 mois d’existence. Toutefois, sous le nom de Force opérationnelle Tampa, une équipe de liaison composée de sept militaires a pris la relève de l’ECN et assure la représentation du Canada au sein de la coalition des pays rassemblés par la lutte contre le terrorisme.

Créée dans la foulée des événements du 11 septembre 2001, l’Op APOLLO a établi son ECN au commandement central américain, situé à la base aérienne MacDill, à Tampa en Floride. L’ECN comptait une soixantaine de militaires au plus fort de ses activités et avait pour mandat de coordonner la contribution militaire canadienne à la campagne contre le terrorisme, avec la cinquantaine de pays formant la coalition Op enduring freedom.

« Le commandement central américain joue un rôle clé dans la coordination de l’effort multinational militaire contre la menace d’organisations comme al-Qaïda ou les talibans », affirme le Brigadier-général Dennis C. Tabbernor, commandant de la Force opérationnelle Tampa. « Dans ces circonstances, les pays engagés dans la campagne militaire contre le terrorisme y maintiennent une présence. Il ne fait aucun doute que chacun bénéficie de la synergie créée par la colocation des alliés. »

Avec ses modules préfabriqués dressés dans un stationnement, les installations aménagées pour accueillir les pays de la coalition peuvent semblées temporaires. « Mais qu’on ne s’y trompe pas. La lutte contre le terrorisme est loin d’être achevée », ajoute le Bgén Tabbernor. À cet effet, l’administration américaine travaille à la conception d’un complexe pouvant abriter les membres de coalitions engagées contre le terrorisme. L’édifice planifié aurait une superficie de 6 503 m2 et son coût est évalué à près de 40 millions $US.

La transformation des forces déployées a suscité d’autres ajustements. À ce sujet, soulignons que les unités du Camp Mirage ont été regroupées sous un commandement unifié. Appelée base de soutien du théâtre, la nouvelle unité fait désormais partie de l’Op ATHENA. Pour sa part, le NCSM CALGARY continue à patrouiller le golfe Arabo-Persique jusqu’à la fin d’octobre. Désormais seule tributaire de l’Op APOLLO, la frégate poursuit l’œuvre amorcée par 10 de ses consœurs en soutenant l’Op enduring freedom.

La réduction des forces affectées aux opérations dans le golfe Arabo-Persique a été annoncée par le ministre de la Défense John McCallum le 6 juin. Basé sur l’évolution positive de la situation dans cette région du globe, le remaniement de l’Op APOLLO facilite l’intensification des efforts canadiens en Afghanistan.
