Roles and Responsibilities

Departments and Agencies

  • Integrate NOC into classification process
  • Validation and quality assurance of coding
  • Regular updating of NOC information into PCIS 

PSHRMAC - HRMM

  • Central agency co-ordination
  • Assessment of Public Service coding validation
  • Support tools for departmental quality assurance
  • Monitor results as part of classification monitoring program 

How is NOC Optimized within HR?

  • Provides information about the PS workforce that is comparable to the Canadian labour market and its population 
  • Ensures a valid method of comparison to conduct HR strategic planning and workforce analyses
  • Provides the mechanism for classification experts to perform relativity comparisons between groups and departments 
  • Provides additional framework to support the monitoring of the classification program

NOC Implementation Update

  • All Departments and Agencies are now coding jobs
  • 15 departments need to provide updated data for 2005 
  • NOC Detailed Report developed to highlight potential anomalies in the organization profile of a department
  • Coding Tips document provided to facilitate the quality assurance of NOC coding 
  • NOC Short Learning sessions held in HQ and regions to support the capacity building in departments 
  • Provide ongoing support to departments for difficult coding issues

NOC Outstanding Issues 

  • On-going integration of NOC coding and validation as part of the departmental classification process 
  • Improve quality of NOC coding, where necessary
  • Clean-up of Management coding (‘00’ and ‘0’) 
  • Re-validation of NOC to new definition of Manager 
  • Regular updates to PCIS to optimize the use of the PCIS Query Tool by departments 
  • Re-alignment of PeopleSoft NOC tables with the full 520 available codes
  • Integration of NOC applications in support of other HR disciplines
