Government On-Line
Funding

Funding for Government On-Line (GOL) has been allocated through different funding initiatives, including Pathfinder Funding in 2000 and other Incremental Funding, called Investment Strategy Funding, in 2001 and 2002.

Specific information about the initiatives, the projects that were submitted and the projects that received funding is available from the Treasury Board Secretariat GOL Web site.

GOL funding is approved by the Treasury Board Secretariat Advisory Committee (TBSAC) Information Management Sub-Committee (TIMS).

Pathfinder Funding

The 2000 Federal Budget set aside $160 million over two years to design and launch the Government On-Line initiative.

Of that amount, approximately $60 million was set aside to fund more than 80 projects that would help the government meet its Government On-Line commitment. The remainder was used for common infrastructure and program leadership.

Communication Canada (then part of Public Works and Government Services Canada) received the following funding to develop and enhance its three portals This term is in the glossary. — the Canada Site, Publiservice, and 1 800 O-Canada:

  • $1,650,000 for 2000-2001

  • $1,575,000 for 2001-2002

Incremental Funding

The 2001 Federal Budget set aside an additional $600 million over four years to help accelerate the process of putting information and services on-line for Canadians.

The allocations for Communication Canada over the first two years are listed below. Information on subsequent years will be added as it becomes available.

Investment Strategy Funding I
2001-2002

In March 2001, departments and agencies were invited to submit their project proposals. Fifty-five proposals were approved, for a total cost of just over $60 million.

Communication Canada (then part of Public Works and Government Services Canada) received the following funding under this initiative:

  • $816,000 to establish navigational and technical user support services for the Canada Site and gateways This term is in the glossary.

  • $2,200,000 to enable Canadians to search for and browse on-line both free and priced publications produced by the Government of Canada on the Government of Canada Publications site

Investment Strategy Funding II
2002-2003

To ensure the most commonly used services were on-line by 2005, TIMS allocated the GOL funding for this fiscal year. Departments were not asked to submit proposals.

The funding was concentrated on those services that had already been launched under the original Pathfinder Funding, on projects that “joined up” services to ensure responsiveness, efficiency and service quality, and on common tools and services that would benefit as many departments as possible.

Communication Canada received the following funding:

  • $1,950,000 to further enhance the Canada Site

  • $200,000 to enhance the About Canada section of the Canada Site to ensure the information meets the needs of Canadian and international users

  • $300,000 to build a common marketing strategy for the Canada Site and gateways that also promotes the clusters This term is in the glossary. and GOL services

  • $750,000 to extend user support to the clusters on the Canada Site and gateways, as well as to study and implement information management tools and processes that will enhance the user support service

  • $1,000,000 to further refine the Government of Canada Publications site, with a focus on design and usability, and to seek user feedback
