1. PURPOSE : THIS HQ HAS RECEIVED MANY QUERIES ON THE SUBJECT OF WTB AND LTA. THE PURPOSE OF THIS MESSAGE IS TO CLARIFY HOW WTB AND LTA POLICIES INTERRELATE

2. WTB: WTB POLICY IS PRESCRIBED AT REF A AND IT PROVIDES FOR TWO SITUATIONS INVOLVING WTB TRAVEL. ONE IS FOR NORMAL TD, AND THE OTHER FOR INCREMENTAL TASKINGS. BOTH ARE AIMED AT FACILITATING TRAVEL HOME ON WEEKENDS, HOWEVER, THE BENEFITS FOR EACH ARE QUITE DIFFERENT. THEY ARE AS FOLLOWS:

(A) WTB FOR NORMAL TD: IAW PARA (3) OF REF A, THE NORMAL WTB REIMBURSES TRANSPORTATION EXPENSES, BUT IT IS COST NEUTRAL IN THAT THE REIMBURSEMENT CANNOT EXCEED THE COST OF MAINTAINING THE MBR AT THE TD LOCATION OVER THE WEEKEND

(B) WTB FOR INCREMENTAL TASKINGS: IAW PARA (2) OF REF A, INCREMENTAL TASKING WTB (MBRS PERFORMING TASKS OUTSIDE OF NORMAL DUTIES) ALSO REIMBURSES TRANSPORTATION EXPENSES, HOWEVER, THE COST NEUTRAL LIMITATION DOES NOT APPLY. RATHER, MBRS ON AN INCREMENTAL TASKING ARE ENTITLED TO REIMBURSEMENT OF FULL TRANSPORTATION COSTS FOR A RETURN TRIP HOME. THE INCREMENTAL TASKING MUST BE FOR A PERIOD OF SERVICE IN CANADA IN EXCESS OF 30 CONSECUTIVE DAYS

3. LTA: LATA POLICY IS PRESCRIBED AT REFS B, C AND D. THE BASIC PRINCIPLE OF LTA IS TO FACILITATE TRAVEL HOME WHILE ON LEAVE. ELIGIBLE MBRS ARE ENTITLED TO REIMBURSEMENT OF TRANSPORTATION EXPENSES FOR A RETURN TRIP HOME, LESS 800 KM. TO BE ELIGIBLE FOR LTA, A MBR MUST BE SERVING AWAY FROM HOME FOR A GREATER THAN 60 CONSECUTIVE DAYS

4. THE WTB/LTA INTERRELATIONSHIP IS AS FOLLOWS:

(A) WHEN A MBR TAKES A WTB TRIP, EITHER WHILE ON NORMAL TD OR INCREMENTAL TASKINGS, IT SHALL BE CONSIDERED A BREAK IN SERVICE AWAY FROM HOME FOR THE PURPOSE OF LTA. ACCORDINGLY, A MBR CANNOT USE LTA IF THEIR 60 CONSECUTIVE DAY PERIOD OF SERVING AWAY FROM HOME IS BROKEN BY A WTB TRIP

(B) CONVERSELY, FOR A MBR WHO TAKES A LTA TRIP WHILE ON AN INCREMENTAL TASKING, IT SHALL BE CONSIDERED A BREAK IN SERVICE AWAY FROM HOMW FOR THE PURPOSES OF WTB. ACCORDINGLY, A MBR CANNOT USE A WTB FOR INCREMENTAL TASKINGS IF THEIR 30 CONSECUTIVE DAY PERIOD OF SERVING AWAY FROM HOME IS BROKEN BY A LTA TRIP

(C) IT IS POSSIBLE FOR A MBR TO UTILIZE BOTH WTB AND LTA DURING THE SAME TD, IAW REF E, BUT THE TD (TIME AWAY) WOULD HAVE TO BE OF SUFFICIENT LENGTH
