ATTENTION EMPLOYERS
The Automated Earnings Reporting System (AERS) and the Report On Hirings (ROH) programs have been reinstated and employers can now resume participation in these voluntary programs. Employment Insurance Regulation Section 55.1 provides Human Resources and Skills Development Canada (HRSDC) with the lawful authority to obtain employee information for the purpose of these programs. This regulation ensures that the department is compliant with both federal and provincial privacy legislation and safeguards the privacy of Canadian workers. How you can help us
Employers and employees have an obligation to protect the Employment Insurance fund. It is financed by both of us. Following recommendations made by the Canadian Labour Congress and the Canadian Manufacturers Association, a program was implemented to prevent, deter and detect abuse of the EI program. Under that program, you inform HRSDC of the first day worked of newly hired or rehired employees.

Report on Hirings Program (ROH)
There are three ways for employers to give us the first day worked of newly hired or rehired employees:
- Manual Report on Hirings - Employers manually complete a Hiring Detail form sent to them each month. The form is then returned to our regional Data Entry Centre whose address is indicated on a prepaid self-addressed envelope.
- Automated Report on Hirings - Employers give us the data on a computer printout.
- Centralized Payroll System - Employers provide data on a computer tape. This method is for large employers and Payroll Service Bureaus.
