Gen-20 (rev. 1) Reduction of Seal Periods and Fees for Compliance Sampling
PDF Format, 8 KB | Table of Contents Date: 1998-09-30 1. The purpose of this bulletin is to clarify Measurement Canada's policy on reducing seal periods and fees for compliance sampling. 2. Several accreditation clients have individually requested and received a reduction in the seal expiration date calculated using compliance sampling in LMB-EG-04 (Statistical Sampling Plans for the Verification and Reverification of Electricity and Gas Meters). This reduction has been allowed due to the client's pending accreditation for compliance sampling and to promote alternative service delivery. Clients save costs by not paying fees for seal extension groups during the time when they expect to be accredited for such work. 3. The compliance group must have passed the testing and been awarded the same or larger period of extension. 4. Clients can be granted a reduction in the reverification periods using compliance sampling group under the following conditions: 4.1 Clients must be presently working on being accredited under LMB-EG-05 (Criteria and Procedures for the Accreditation of Electricity and Gas Meter Verifiers) and have had their Quality Assurance documentation for compliance sampling accepted by Measurement Canada at the national level. 4.2 Clients must request in writing to the local Measurement Canada District Manager, that they wish to reduce the allowable reverification period of a particular seal extension group or groups from the calculated level of extension. 4.3 The seal extension group(s) must have passed compliance sampling by Measurement Canada. 4.4 The request must be made by clients prior to the completion date of the compliance sample tests for the group(s) requested. 4.5 The requested extension period must be for one of the levels of reverification periods, level 1 though 4, and be not less than the shortest allowable seal extension period for that device (eg. 2 years would be the shortest seal period for magnetic suspension electricity meters). A similar reduction in fee would apply. 4.6 The expiration date of a group cannot be extended past the requested period without another compliance sample being tested by an Accredited Meter Verifier accredited for compliance sampling or by Measurement Canada. 4.7 The Measurement Canada District Manager must concur with the client's request before the reduction is granted. 5.
