This overview explains how Industry Canada determines the congestion of the radio frequency spectrum across Canada. Although the spectrum is always there as a resource, it may be more or less available for new or additional uses, depending on prevailing frequency band allocations and the extent of current assignments. This document describes the technique used to determine the impact of current usage on spectrum congestion.
