Climate change
Canada's target under the 1997 Kyoto Agreement is to reduce its greenhouse gas (GHG) emissions to 6% below 1990 levels between 2008-2012. Numerous issues need to be resolved with other countries on what kinds of emission reduction approaches are permitted. Canada aims to achieve a majority of these reductions through domestic actions that will bring environmental benefits to Canadians and create opportunities for investment in new advanced technologies. Canada is taking cost effective action through the First National Business Plan on Climate Change, to reduce our emissions of GHGs.
To this end, Industry Canada's Environmental Affairs Branch (EAB), in cooperation with other government departments, will:
- Encourage the development of climate change technologies;
- Work with industry to help reduce GHG emissions;
- Assess and evaluate the use of innovative technology by firms to address their climate change needs;
- Analyze the impact of the Kyoto Protocol on Canadian industry.
A key aspect of meeting Canada's targets currently under consideration is the development of a domestic emissions trading (DET) system. Further work is ongoing on key concepts including: sectors to be included; allocation of permits; measurement and verification of emissions; administration and enforcement; as well as, linkages to potential international emissions trading.
