S-A-01:2002 - Introduction [revised 2005-01-10]


Introduction

Under the accreditation program, the organization seeking accreditation (applicant) shall satisfy Measurement Canada that an acceptable quality management system has been developed and implemented. A properly designed and implemented quality management system assures that all devices inspected, documents and records meet and will continue to meet minimum requirements. Objective evidence that such a system is in place provides Measurement Canada with the confidence required to ensure that accuracy and equity in trade measurement is maintained.

The quality system requirements stipulated in this document are set out in the following manner.

A reference to specific quality system requirements from the following ISO/IEC standards is made:

  • ISO 9002: 1994 Quality Systems - Model for quality assurance in production, installation and servicing;
  • ISO 9001: 2000 Quality Management Systems - Requirements; and
  • ISO/IEC 17025: 1999 General requirements for competence of testing and calibration laboratories.

Additional Measurement Canada requirements are included following the quality system requirements.

Applicants seeking accreditation can choose to utilize ISO 9002:1994, ISO 9001:2000 and ISO/IEC 17025:1999 as the foundation for their quality system documentation. Organizations may structure their quality system documentation in any fashion, as long as all of the ISO 9002:1994, and the additional Measurement Canada requirements are adequately addressed.

Note: ISO 9002:1994 or ISO 9001:2000 or ISO/IEC17025:1999 certification is not a requirement of this standard.

This document is intended to be used in conjunction with:
  • Measurement Canada document S-A-01-G: 2002 Accreditation Standard Guide;
  • ISO 9000-1:1994, Quality management and quality assurance standards Part 1: Guidelines for selection and use; and
  • ISO 9000-2:1993, Quality management and quality assurance standards Part 2: Generic guidelines for the application of ISO 9001, ISO 9002 and ISO 9003.

The information contained in these supplementary documents are not additional requirements. These documents provide guidance, direction, and clarification regarding the development, implementation and maintenance of quality systems that are intended to satisfy the requirements contained in S-A-01:2002.

*To facilitate cross referencing, S-A-01-G:2002 has the same clause structure as this standard. Sections of this standard containing direction /clarification in the guide are marked with an asterisk*.
