Submitting an Application

Deadlines

Applicants must forward their document to Industry Canada by the dates indicated below. In the event of a delay, the application will be analyzed at the following selection committee meeting. Approximately 60 days from the deadline should be allowed to complete the analysis of your application.

2006

  • January 31 (for projects starting April 1, 2006)
  • April 15 (for projects starting June 16, 2006)
  • June 30 (for projects starting August 30, 2006)
  • October 15 (for projects starting December 15, 2006)

Note: All projects must be completed by March 31st, 2007

All applications must be accompanied by a presentation letter signed by an authorized signatory that attests that all the information provided to Industry Canada in support of the application is truthful and complete.

Information Required (See forms section)

Recipients must provide sufficient information to demonstrate that they are eligible, as well as any information allowing for assessment of both the recipient and the project according to the program evaluation criteria. This information should include:

General

  • company name and contact;
  • company address;
  • articles of incorporation;
  • company number;
  • directors' names and addresses;
  • brief description of company activities;
  • expected project costs, funding, (demonstrate the need for the government contribution requested);
  • detailed budget for each activity;
  • business plan demonstrating the company's ability to export its products and services (financial ability, ability to respond to demand etc.);
  • latest annual report, if applicable, and financial statements;
  • any award or recognition received from the industry;
  • description of any international project undertaken;
  • have you received other government contributions before? If so, from which program and department ? Describe the results and the project for which you obtained funds.

Specifics

(This information must be included in the project description section of the form)

Trade fairs

  • location of event;
  • status (exhibitor, participant, speaker);
  • start and end dates;
  • detailed schedule for the event (seminars, networking, etc.);
  • statistics on the event such as number of participants, number of exhibitors, etc. for trade fairs;
  • advertising for the event;
  • anticipated results for the company and for the industry;
  • relevance of your participation in this event;
  • description of what is included in the cost of registration;
  • performance indicators to evaluate the project;
  • other pertinent information.

Note: If you wish to include the production of promotional material in your contribution application, see the following section.

Promotional material

(This information must be included in the project description section of the form)

  • schedule for completion (dates);
  • number of copies to be produced;
  • objective targeted and draft content;
  • distribution method;
  • description of material (brochure, poster, etc);
  • performance indicators to evaluate the project and which will be addressed in your final report;
  • other pertinent information.

Trade missions

It is strongly recommended that the trade missions be carried out in cooperation with a trade commissioner at the Canadian Embassy in the country or countries visited. The commissioner can supply you with useful information on the local market, on the selection of local partners, in addition to maintaining relationships in your absence and providing general information on when to plan your trip/stay. Please note that the participation of a trade commissioner is an important asset in the evaluation of your project (www.dfait-maeci.gc.ca/world/menu-en.asp).

  • name of the commissioner associated with your file (if such is the case);
  • detailed program for the mission;
    • dates;
    • places visited;
    • persons contacted;
    • description of activities (meetings, training, presentations, seminars, etc.); and
    • performance indicators to evaluate the project.

Other marketing activities and branding initiatives.

  • description of the activity;
  • goal, objectives and performance indicators;
  • spin-offs; and
  • any other pertinent information which might be considered in the analysis of your file.

Note: Incomplete information may result in delays in processing your file.

Selection criteria

  • eligible recipient;


  • the project corresponds to the program objectives;


  • results for the company and Canada's language industry;


  • project consistent with Industry's Canada priorities and objectives;


  • project consistent with the Action Plan for Official Languages;


  • project consistent with The Canadian Environmental Assessment Act


  • availability of funds;


  • strategic, technical and financial ability (including the government contribution) to carry out the project;


  • the financial assistance serves as an incentive;


  • good market knowledge and appropriate marketing strategy;


  • having a local partner and a good knowledge of the language and culture are advantages for international projects.

Program administration

Applications are evaluated for funding 4 times per year. The deadlines are indicated at the beginning of this page. Industry Canada takes the following administrative steps once applications are received:

  1. Upon receipt, Industry Canada screens all applications for eligibility. Following this initial screening, additional information may be requested.

  2. All applications will be acknowledged and confirmed as eligible or ineligible. An explanation will be provided to anyone whose proposal has been deemed ineligible.

  3. All applications are evaluated by a selection committee using the evaluation criteria.

  4. Once funding is approved, a notice is mailed to the applicant, along with a Contribution Agreement.

  5. The contributions payment methods will be consistent with the Policy on Transfer Payments from the Treasury Board Secretariat (Appendix B).

  6. Upon completion of the project and receipt of the financial reports with supporting documentation, Industry Canada issues the final payment based on actual disbursements.

  7. The advance or advances, as well as the final payment, are always sent to the recipient. It is the mutual responsibility of the recipient and the third party to coordinate the transfer of payments from the recipient to the third party. (i.e. consultants, suppliers, etc.)

  8. Expenses incurred before the agreement is signed are not eligible.
