Financial Assistance

  • Assistance is limited to 50 percent of eligible project costs up to a maximum of $10 000 per recipient, per year.
  • Only one submission per applicant, per fiscal year (from April 1 to March 31) can be approved.
  • Applications including more than one eligible activity may be submitted, but specific information must be include for each activity.

    Special Conditions

    While most of the contributions under the Language Industry Program (LIP) will be non-refundable owing to the nature of the eligible activities and applicants, the provisions of the Treasury Board Policy on Transfer Payments pertaining to the repayment of contributions will apply. Specifically, the following will apply:

    1. Contributions to businesses that are intended to generate a profit or to increase the value of the business and are expected to generate sufficient revenues will be repayable.


    2. Repayment terms will be set in accordance with the Policy on Transfer Payments (Repayable Contributions) and on the basis of an analysis of each funding application.


    3. Contribution agreements will contain specific provisions relating to repayment and will be monitored to ensure that repayment conditions are met.


    4. When a repayable amount becomes due, departmental collection procedures (set in accordance with the Policy on Receivables Management) will be applied.


    5. Action will be taken to recover those amounts that cannot be collected as part of the normal collection process.


    6. Interest will be charged on overdue payments in accordance with the Interest and Administration Charges Regulations.

    Stacking of Assistance and Other Government Assistance

    Total domestic government assistance (federal, provincial and municipal) for a project under the PIL program will not exceed 75% of eligible costs. An example of other federal assistance in addition to the LIP would be the Program for Export Market Development (PEMD).
