1.0 Scope
This specification establishes quality and reliability information requirements for electricity meter pattern approval applications for meters in service to support a lengthening of the initial reverification period of the meter’s type or sub-type in accordance with the provisions of the document referred to in clause 3.3.

This specification is issued pursuant to subsection 9(4) of the Electricity and Gas Inspection Act and subsection 12(1) and section 13 of the Electricity and Gas Inspection Regulations.

4.0 Requirements
4.1 As part of the additional information required for an application for pattern approval per paragraph 13(f) of the Electricity and Gas Inspection Regulations, the applicant shall provide the following where relevant for the subject meter:
a) a description of the manufacturer’s quality management system (ISO 9001:2000 or equivalent) which governs the design, reliability, production, and quality control of the meter;
b) an identification and listing of all metrological and key technical components or subsystems, their failure modes, and assessments of the effect on meter performance and reliability should the component or subsystem degrade or fail (including mention of safeguards, flags, etc.);
c) an identification and listing of all relevant influence quantities and their effects on performance or component or subsystem life;
d) the mathematical model(s) of the meter’s measurement process(es) including compensation for influence quantities and resolution over the meter’s designed operating range;
e) a theoretical analysis of component, subsystem, and system reliability using published references;
f) an empirical analysis of component, subsystem, and system reliability using accelerated life or degradation testing and the resulting reliability prediction, including the number of units tested, their selection method, and a description of test method, analysis, the acceleration factors used and supporting references;
g) an empirical analysis of component, subsystem, and system reliability on a real-time basis via on-going experimental testing by manufacturer, evaluation and testing of product returns, and monitoring of performance over time via sampling inspection and the resulting reliability prediction, including full details of methods used and supporting references.
4.2 Where an applicant wishes earlier-manufactured meters to be considered of equal quality and reliability, in addition to the information required in clause 4.1, the applicant shall clearly describe the quality and reliability controls and assurances that were in place over the entire duration of the meter production and provide supporting evidence.
4.3 The lengthening of a meter’s initial reverification period shall be determined on the basis of the reviewof the above information and on the guidance of the document referred to in clause 3.3.
4.4 Where the initial reverification period for a meter is determined under this specification, it shall be communicated via the meter’s Notice of Approval and shall supersede the value specified in the document referred to in clause 3.3.
