Plant Health Division Export/Import Section
The Export/Import section facilitates the creation of phytosanitary policies and
procedures to prevent the spread of plant pests that may be associated with plants and
plant products exported by Canada, and provides for the issuance of Permits to Import
under the Plant Protection Act. The section is organized as follows:

The Export Unit is responsible for developing the national policy governing
the issuance of Phytosanitary Certificates for all agricultural and forestry products
exported to foreign countries. It is also responsible for resolving phytosanitary issues
for Canadian agricultural and forestry products, negotiating with foreign countries for
less stringent requirements for Canadian products, developing bilateral Memoranda of
Understanding in the field of plant protection (in cooperation with commodity sections),
obtaining the plant quarantine import regulations of foreign countries and interpreting
them for the CFIA staff and interested industries. (more export

The Import Unit issues Permits to Import in accordance with
national policy guidelines under provision of the Plant Protection Act and Regulations.
The Unit is also responsible for plant protection import control and enforcement issues
and provides interpretation and advice respecting the Plant Protection Act and Regulations.

The international standards unit is responsible for cooperating with the
North American Plant Protection Organization (NAPPO) and the International Plant Protection Convention (IPPC) for the development of phytosanitary
standards. It is also responsible for verifying consistency of Canadian phytosanitary
policies with regional (NAPPO) and international (IPPC) standards and international trade
agreements, and for representing the Division on issues related to alien invasive species
as dealt with under the Convention on Biological Diversity (CBD). Along with the Export Unit, this unit provides advice to Canadian
representation attending international sanitary and phytosanitary (SPS) meetings (i.e. WTO,
NAFTA, Canada-U.S. FTA). |

The Business Manager liaises with divisional and operational
staff in order to develop new informatics systems and to improve existing ones related to
the Plant Protection and Seed Potato programs. The Unit is also responsible to provide Web
pages services to the Plant Health Division. |
