The Québec police ethics system is based on the Code of ethics of Québec police officers and is composed of two distinct, no arm's length, independent authorities that supervise its implementation and observance :
- Commissaire à la déontologie policière (Police Ethics Commissioner)
- Comité de déontologie policière (Police Ethics Committee).
The Police Ethics Commissioner is a civilian agency whose role is to supervise the conduct of all police officers, special constables and highway controllers in the performance of their duties. The Commissioner receives complaints from the public.
The Police Ethics Committee is a specialized administrative tribunal that ensures the protection of citizens in their relations with police officers, special constables and highway controllers. It is before the Committee that the Commissioner summons the police officer, special constable and highway controller when he considers that the evidence warrants it.
