Canadian Industry Program for Energy Conservation (CIPEC)

The Government of Canada has been working with industry for more than 25 years to promote energy-efficient industrial practices through the Canadian Industry Program for Energy Conservation (CIPEC). Natural Resources Canada (NRCan) is building on this successful partnership by offering financial incentives to help industrial companies identify ways to increase energy efficiency, improve production processes and cut costs.
The Industrial Energy Audit Incentive is designed to help defray the cost of hiring a professional energy auditor to conduct an on-site audit at an industrial facility. The incentive covers up to 50percent of the cost of an energy audit, to a maximum of $5,000. Companies apply by sending a completed application form along with a short technical proposal, prepared by the contractor selected to conduct the audit.
This service is available only to companies that are registered with NRCan's Industrial Energy Innovators.
Commercial Building Incentive Program (CBIP)

Through the Commercial Building Incentive Program (CBIP), Natural Resources Canada offers financial incentives for new commercial and institutional buildings that incorporate energy efficiency features. By encouraging energy-efficient design, this program aims to bring about lasting changes in construction practices.
Who is eligible?
A building owner whose design meets CBIP requirements can receive up to $60,000. Program requirements are based on the Model National Energy Code for Buildings (MNECB) and the CBIP Technical Guide. To be eligible, the design must demonstrate that the building will use at least 25 percent less energy than required by the MNECB.
The program runs until March 31, 2007.
CBIP Incentives for Retail Food Stores and Arenas
Retail food stores and arenas are among the building types eligible for a CBIP incentive. The use of refrigeration equipment is an important element in the operation of both of these types of structures. Therefore, the CBIP evaluation carefully considers the impact of refrigeration on the building's performance.
Retail food stores and arenas are eligible for a CBIP incentive if their building permit was issued after April 1, 2001. The EE Wizard - an Internet-based evaluation tool - will be used to show compliance to CBIP criteria for retail food stores and arenas.

Commercial Transportation Energy Efficiency and Fuels Initiative
On August 12, 2003, the Prime Minister announced the implementation of the Climate Change Plan for Canada. Among the initiatives was the Commercial Transportation Energy Efficiency and Fuels Initiative which includes a rebate for devices to reduce engine idling in the on-road commercial transportation sector.

EnerGuide for Existing Buildings (EEB) Retrofit Incentives
EnerGuide for Existing Buildings (EEB) (formerly the Energy Innovators Initiative), encourages commercial businesses and public institutions such as universities, hotels and multi-unit residential buildings to invest in existing buildings. After joining the initiative, members can work with EII staff to apply retrofit incentives, including the new Communities and Institutional Buildings Program.
Retrofit Planning Activities
Commercial and institutional members can apply for up to 50 percent of costs for energy audits, feasibility studies, energy management plans and other project facilitation measures that lead to energy retrofits.
Retrofit Implementation Projects
Commercial and institutional members can apply for up to 25 percent of costs - based on projected energy savings – for lighting, heating, controls, monitoring, training and other energy efficiency measures.
The EEB offers special consideration for Aboriginal, Northern, rural, remote or complex projects. Manufacturing, federal government and new facilities are not eligible. Consultants, contractors and utilities cannot join or receive funding, but can work with the EEB as allies.
*Please note: Although EEB has no minimum requirements, incentive amounts are tied to energy consumption and savings. For smaller projects, administrative and professional fees may exceed the actual allowable incentive.
Energy-Efficient Equipment
Terasen Gas in cooperation with British Columbia Ministry of Energy, Mines and Petroleum Resources and Natural Resources Canada, now offers a program to encourage the use of high-efficiency natural gas hydronic space-heating systems in new construction and retrofit applications.The program will provide incentives to Terasen Gas customers to help offset the cost of selecting, purchasing, and installing high-efficiency boilers in commercial applications. In retrofit applications, additional incentives may be received for monitoring boiler performance and for gas savings when an efficient boiler replaces a less efficient one. Free workshops on the design, application, installation and maintenance of high-efficiency heating boilers for commercial buildings are offered as well.
The program began April 4, 2005 and runs until December 31, 2006. A list of eligible boilers and program criteria is available through the Terasen Gas website or by calling 1-888-477-0777.
Rebate for Tankless Water Heater for New and Existing Buildings in Ontario
Enbridge Gas Distribution, Natural Resources Canada and participating manufacturers – Bosch, Rinnai, Noritz and Takagi – will provide restaurants in Enbridge's franchise area with a combined rebate of $450 for each natural gas tankless water heater installed by January 31, 2006. Northland Utilities (Yellowknife) Limited and Ecology North are offering a $75 rebate to customers of Northland Utilities (Yellowknife) Limited who install either an ENERGY STAR qualified refrigerator and/or front-loading clothes washer. Customers must provide proof that their old appliances have been sent to the Yellowknife landfill for recycling. Landlords are allowed to apply for appliances installed in rental units. Funds are limited. Application forms are available at Ecology North, Northland Utilities (Yellowknife) Limited and Yellowknife appliance dealers. Newmarket Hydro Ltd. is offering a number of programs (limited time offers) to help their residential customers reduce energy consumption and save money. The Newmarket Hydro Ltd. Conserve campaign combines public education with practical tools as well as financial incentives to make it easier for consumers to invest in their own conservation efforts includes a $150 rebate to upgrade their furnace to a high efficiency ENERGY STAR qualified furnace and a $100 rebate on the purchase an ENERGY STAR qualified refrigerator or a ENERGY STAR qualified front-loading clothes washer.
Province of Saskatchewan offers a Provincial Sales Tax (PST) exemption for ENERGY STAR qualified appliances. The PST rebate for qualifying energy-efficient household appliances was converted to a point-of-sale tax exemption effective April 1, 2005. Appliances eligible for the PST rebate are ENERGY STAR qualified refrigerators, freezers, dishwashers and clothes washers. The tax exemption applies to the sale or long-term lease (rentals for a continuous period of at least one year) of a new qualifying appliance. Combined clothes washer/dryer units are eligible for an exemption of 60% of the PST payable when the unit is sold for a single price. Used appliances are not eligible. The Province of Saskatchewan offers a Provincial sales tax exemption on the purchase of ENERGY STAR qualified household furnaces and boilers. For the period beginning November 8, 2005 until March 31, 2007, ENERGY STAR qualified energy-efficient forced-air furnaces and boilers that are normally used for residential purposes, are exempt from PST if purchased or leased for a continuous period of one year or more. A qualifying furnace or boiler does not need to be installed in a residence in order to be eligible for the tax exemption. The exemption does not include heating distribution systems such as ductwork used to circulate air in a house or thermostats. Climate Change Central's Soak Up the Savings program offers a time-limited $50 rebate to Albertans who purchase ENERGY STAR qualified clothes washer between September 15, 2005 and March 1, 2006. Calgary residents may be eligible for an additional $50 rebate from the City of Calgary's Waterworks department. Manufacturers and retailers may also supplement the rebate with additional point-of-purchase incentives. BC Hydro Power Smart's Windows Rebate Program offers monetary incentives for the installation of ENERGY STAR qualified windows starting September 15, 2005. Homeowners upgrading their windows, individuals building a new home and developers constructing new residential developments who install ENERGY STAR qualified windows are eligible for the Windows Rebate Program. Enbridge Gas is offering all residential and small commercial customers a $200 on-bill credit for upgrading their existing heating system to an ENERGY STAR qualified high efficiency forced air furnace or boiler heating system high efficiency natural gas. heating system from September 1, 2005 to March 30, 2006. for more information, visit their web site.
Terasen Gas provides a $1,000 incentive to homebuilders who install high efficiency ENERGY STAR® qualified natural gas furnaces or boilers instead of electric baseboard heating in new homes in the Terasen Gas Vancouver Island service territory (Vancouver Island, the Sunshine Coast and Powell River). The cost of the incentives is shared by Terasen Gas, Natural Resources Canada and BC Hydro Power Smart. Installation must be completed between June 1, 2005 and December 31, 2006. Terasen Gas is offering residential customer incentives throughout the Terasen Gas Vancouver Island service area for changing existing heating systems to high efficiency natural gas furnaces and boilers as follows:
- $300 rebate for converting an existing heating system to a natural gas system
- $300 for converting to an ENERGY STAR® qualified furnace or boiler
- $400 for converting an existing water heater to natural gas.

Terasen Gas is offering residential customer rebates from September 1 to March 31, 2006 in Lower Mainland and Interior BC for heating system upgrades as follows:
- a $250 rebate for upgrading an existing heating system to a high efficiency ENERGY STAR® qualified system.
- An additional $100 variable speed motor rebate.

Terasen Gas provides a $500 incentive to Lower Mainland and Interior builders or developers every time they install an ENERGY STAR® qualified natural gas heating system along with any natural gas water heater in one of their new individually metered residential homes. SaskEnergy is offering a prime rate loan program to its residential customers from September 1, 2005 to March 31, 2006 for the purchase and installation of an ENERGY STAR® qualified natural gas furnace with a high efficiency variable speed motor, or an ENERGY STAR® qualified high-efficiency natural gas boiler that is both condensing and modulating. Hawkesbury Hydro is offering a rebate program for its commercial and residential customers. The Energy Efficiency Fund will offer owners of residences supplied by Gaz Metro for heating purposes a $5 per square feet rebate with the purchase of high energy efficiency ENERGY STAR windows and sliding doors, up to maximum of $500. The Energy Efficiency Fund offers a $50 rebate when Gaz Metro clients using natural gas for home heating participate in the EnerGuide for houses service. Once upgrades of the houses (insulation, caulking,...) are completed after the EnerGuide for houses analysis, Gaz Metro clients can also qualify for an additional grant from the Energy Efficiency Fund, of $1 per cubic metre of natural gas saved.
Gaz Metro offers a $75 financial incentive on the purchase of an ENERGY STAR programmable electronic thermostat. Financial incentives up to $450 are also available on the purchase of ENERGY STAR high efficiency hot air furnace and up to $600 for an ENERGY STAR superior energy efficiency boiler.

Home Energy Efficiency Retrofit Grants
The Government of Canada has announced a grant to help homeowners undertake retrofit work to improve their home's energy efficiency. Homeowners who have purchased the EnerGuide for Houses energy evaluation service and have followed up on its recommendations may be eligible for a grant. Enbridge Gas is offering all residential heating customers a $50 on-bill rebate, effective January 1, 2006 to March 31, 2006 upon completion of their EnerGuide for Houses "B" assessment.
Industrial Buildings Incentive Program (IBIP)

The Industrial Building Incentive Program (IBIP) applies the principles of the Commercial Building Incentive Program (CBIP) in the industrial sector.
IBIP aims to increase energy efficiency by encouraging the integration of industrial building design and process design.
To help offset incremental design costs, IBIP offers incentives of up to $80,000 to Industrial Innovators who are constructing new industrial buildings.
Designs will be assessed against a reference generated from the Model National Energy Code for Buildings (MNECB).
The incentive is based on the difference between the simulated annual energy savings of the proposed design and the annual energy costs of the reference building. Credit is given for improvements in process energy use that affect the building.
Who can apply? Applicants must be Industrial Energy Innovators and have a building permit issued after April 1, 2002. The program continues until March 31, 2006.

Incentive to Install Heating/Ventilating Systems with Energy Efficient Motors in New Homes
The Office of Energy Efficiency of Natural Resources Canada is offering a $200 financial incentive to builders of energy efficient homes to encourage the installation of furnaces, air handlers and heat recovery ventilators with energy-efficient motors. These new homes must be built under one of the following programs:
Homes must be certified between April 1, 2004 and October 31, 2006. Further information can be found by contacting one of the programs named above.
Nova Scotia's New Housing Incentive
On October 20, 2005, the Government of Nova Scotia announced it will provide $175 to offset the initial cost of an EnerGuide for New Houses building plan evaluation. If the homebuilder makes improvements to achieve a rating of 77 on the EnerGuide for New Houses rating scale, the Nova Scotia Government will also pay the remaining $175. Power Smart™ Home Incentive for New Homes in Manitoba
In cooperation with Natural Resources Canada's EnerGuide for New Houses service and the Manitoba Home Builders' Association, Manitoba Hydro is offering residential customers a certificate for the value of up to $1000 towards the purchase of a front-loading clothes washer or a $600 rebate on their Manitoba Hydro electric account when they build a Power Smart™ new home. The program includes energy efficiency upgrade option packages that improve the efficiency rating of a new home to a minimum of 77 points on the EnerGuide for Houses scale.
