Amendment to the Energy Efficiency Regulations for ranges (includes ranges, ovens and cook-tops)

Bulletin - April 2003

Natural Resources Canada is proposing to amend the Energy Efficiency Regulations to update the reference standard for Ranges (includes ranges, ovens and cook-tops) from C358-95 to C358-03. C358-03 was published in February 2003 and is available from the Canadian Standards Association.

The Canadian Standards Association document CSA C358-03 is a consensus standard drafted with input from all of the major manufacturers who sell cooking products in Canada.

Implications:
1. C358-03 includes tungsten halogen elements.
2. C358-03 uses updated consumption variables (K1, K2 and K3) that will reduce the annual energy consumption of all models.
3. C358-03 updates the maximum energy consumption per year based on the new consumption variables per clause 8.0.
4. The maximum energy consumption applies the same calculation (based on usable oven space) to an oven in a freestanding range and in a built-in oven.

Timetable:
NRCan plans to pre-publish this amendment in April of 2003. Publication would then occur in August 2003. The amendment would be effective on the date of publication. Please note that these are very tight schedules and might vary due to the requirements of our regulatory process.

Reporting Requirements:
There is essentially no change to the reporting requirements except as follows:
(a) which of the following oven baking modes the product features:
    (i) normal bake, or
  (ii) normal bake with forced convection;
(b) annual clock energy consumption
(c) width for built-in ovens
(d) single or double ovens for ranges

EnerGuide Label:
1. For products manufactured after the effective date, manufacturers will be required to report their annual energy consumption based on the new standard.
 
2. For products manufactured prior to the effective date, manufacturers will be given the option of continuing to use the existing EnerGuide label, or changing the energy consumption rating on the label, based on the submission of new energy consumption ratings as per the reporting requirements of the Regulations.
 
3. We will endeavour to provide new labelling scales on or before the effective date. However, in order to facilitate the production of new scales and to reduce consumer confusion we will request that the manufacturers voluntarily submit draft new performance levels for their existing product so that we can provide interim scales that represent the new performance numbers prior to prepublication. This request will be made at the time of prepublication (April). If manufacturers choose to wait until the effective date before submitting their new numbers then the new scales will be issued as per normal schedule in the new year. In that case, the labelling guidelines allow for the indicator to be displayed outside of the scales (this will likely be necessary as annual energy consumption will decrease for all models).
 
4. Manufacturers will be required to produce an EnerGuide label for appliances designed with tungsten-halogen elements. Instructions on how to identify these will be provided in an update of the labelling instructions in April.
