FSWEP Hiring Process
The following outlines the process for hiring students through the
Federal Student Work Experience Program (FSWEP) inventory and through
FSWEP departmental programs.
- Hiring organizations offering student jobs must complete and
submit a request for referrals
to the Public Service Commission (PSC);
- To make sure that the students are still meeting the eligibility
criteria, the PSC requires that the maximum duration of a student's
work placement under FSWEP is one academic term. For example, assuming
a three term academic year of Fall, Winter, and Summer, students
may only be hired for the length of one term
(i.e. 4 months). When
this term is over, you may continue to re-employ this student
for as long as they remain eligible under the program. All re-employments
are processed by completing and submitting a request for re-employment.
The PSC will not accept any requests covering more than one academic
term.
- The PSC then conducts a search of the FSWEP inventory based
on departmental requirements
(i.e. year/level of education, field
of
study, skills etc.)
- The computerized system identifies all students meeting the
search criteria and establishes a random list, ensuring fairness
and equal
access for students
- The PSC contacts the selected students by email and/or by phone
to verify their interest and availability;
- The PSC normally refers five students for each job opportunity
offered;
- Hiring organizations must assess the referred candidates by
phone or in person. They must also inform all referred candidates
of the final results of the process.
- The hiring organization is responsible for determining the
student's
rate of pay based on the Terms and Conditions of Employment
for Students and for making the offer of employment.
- The organization must complete the referral results form (which
is sent along with the list of students) and submit it to the
PSC.
Hiring managers are responsible for upholding the staffing
values and principles when submitting requests for referrals. The PSC will
not approve named referrals, or the hiring of a "specific" person.
FSWEP Student Re-employment Process
The following outlines the process for re-employing a former FSWEP,
Post-Secondary Co-operative Education
(Co-op) and Internship Program or
Research Affiliate Program (RAP) student.
- To re-employ a previous student, hiring organizations must submit
a request for re-employment to the Public
Service Commission (PSC)*;
- To make sure that the students are still meeting the eligibility
criteria, the PSC requires that the maximum duration of a student's
work placement under FSWEP is one academic term. For example, assuming
a three term academic year of Fall, Winter, and Summer, students
may only be hired for the length of one term (i.e. 4 months). When
this term is over, you may continue to re-employ this student for
as long as they remain eligible under the program. All re-employments
are processed by completing and submitting a request for re-employment.
The PSC will not accept any requests covering more than one academic

- The PSC then conducts a search of the FSWEP inventory to identify
the student(s) to be re-employed; Please note that each student
you wish to re-employ must be registered in the current FSWEP
inventory
in order for your
re-employment to be processed;
- The PSC then refers the identified student(s) to the department;
- Hiring organizations contact the referred student(s);
- The hiring organization is responsible for determining
the student's
rate of pay based on the Terms and Conditions of Employment
for Students and for making the offer of employment.
- The organization must complete the referral results form (which
is sent along with the name of the identified student(s)) and
submit it to the PSC, indicating the student who has been re-employed;
*If you are re-employing a previous Co-op/internship student into
an FSWEP position, you will be asked to submit the following to the
PSC in addition to the request for
re-employment as stated above.
Please note that referrals cannot be sent until these documents have
been obtained by the PSC:

a copy of the Letter of Agreement between the organization (e.g.
department) and the student's academic institution (or equivalent);
and
- a copy of the most recent Letter of Offer between the department
and the student.
*If you are re-employing a previous RAP student into an FSWEP position,
you will be asked to submit the following to the PSC in addition to
the request for re-employment as stated above. Please note that referrals
cannot be sent until this document has been obtained by the PSC:
- a copy of the most recent Letter of Offer between the organization
(e.g. department) and the Student.
