Introduction to the Staffing Modules

Welcome to the Staffing Modules! They have been designed to give you an introduction to the information you will need in your first few years as a Human Resources Advisor responsible for staffing. They should be used in concert with reference materials elsewhere on the PSC website (e.g. the Public Service Employment Act and Regulations, the Staffing Manual, and associated Frequently Asked Questions). They are linked to information that is available on other websites, and also with Training and Development Canada's courses for staffing specialists.

These learning materials have been designed to respond to a recent needs-analysis of members of the staffing community (new recruits, tutors, Chiefs of Staffing) nationally. You told us you needed up-to-date material, with more content on key topics of the values-based approach to staffing, employment equity and recruitment. You asked us to make the material simpler, streamlined, user-friendly, with more practical exercises to support learning. Lastly, you asked us to ensure that the material could be printed easily, for those who like to study on the bus!

We brought together a team of people including a private sector learning consultant, senior departmental staffing specialists, our own staffing policy advisors and consultants, and specialists in web-writing and site design. Over a three-month period, we created the suite of 13 learning modules you find here. Our thanks to all the members of our team and the staffing community for their ideas, particularly volunteers from the following departments: Health Canada, Department of National Defence, Department of Justice, Federal Court, Royal Canadian Mounted Police, Public Works and Government Services.

We recommend that the modules be studied in order, beginning with an introduction to the legislative and administrative foundations and moving through the phases of staffing from early planning to post-appointment. The modules have been aligned, as much as possible, with the new Staffing Manual and the Manager's Handbook. This will allow for improved cross-referencing. You will find that each module follows a standard layout. This includes: performance objectives, instructions for completing the module, a list of hyperlinked critical references, links to relevant forms, an outline of responsibilities of the HR advisor, the manager and other stakeholders, an outline that includes exercises to reinforce learning, and a glossary of terms used for the particular module. Values in staffing, employment equity and recruitment are integrated throughout, and are featured prominently in specific modules.

We believe that this new suite of learning materials will provide a sound foundation in staffing for new HR advisors, and be a useful reference for more seasoned staffing specialists. We need your feedback to find out whether the materials meet your needs and how they can be improved.
