What is the Labour Management Partnerships Program?

The Labour-Management Partnerships Program (LMPP) is a contribution program administered by the Federal Mediation and Conciliation Service that is designed to encourage effective labour-management relations in the workplace or at the sectoral level by providing funding assistance that supports efforts by unions and employers to jointly explore new ways of working, and of working together.

What kinds of initiatives does the Program support?

The LMPP supports initiatives aimed at promoting productive, innovative workplaces, fairer, more accessible workplaces and improved labour-management relations and understanding. Only pilot or demonstration projects are eligible for funding under LMPP. Funds are not available for activities which represent the ongoing operations or business plan of an organization, job-training activities, business startups, or the introduction of new technologies.

Who is eligible for funding?

To support the FMCS' objective of promoting the establishment and maintenance of constructive labour-management relations, it is normally required that projects be submitted jointly by unions and employers, or by organizations representative of the interests of both labour and management. Labour-only or employer-only applications will not normally be eligible for funding unless the applicants are prepared, as an integral part of their project, to promote dialogue between labour and management.

Applications from unions and employers in federally-regulated private sector workplaces are given priority. Unions and employers in provincially-regulated workplaces may also be eligible for funding, if the proposed project addresses significant sectoral, regional or national issues.

How are projects assessed?

Projects are assessed against specific program criteria and priorities which emphasize new learning and its application to joint development of new approaches to work and work-related issues. The Program's criteria are designed to ensure that funded projects are innovative, that they help to foster positive labour-management relations, and that they have the potential to provide practical final results, such as information or tools (for example, a report, video or course module) that will be useful for other workplaces. Consideration is given to the soundness of the project plan for achieving the desired result, the nature of the methodology to be used, the appropriateness of the proposed time-frame and budget, and the proposed information communication and dissemination plan.

What kind of financial support is available?

Funding is available to a maximum of $100,000 per project, over a period not exceeding two years (24 months).

LMPP funding covers up to one-half of the costs associated with the project, with some exceptions - replacement wages for workers attending meetings or training sessions, travel outside Canada, and normal ongoing operational costs are not covered. Applicants may, however, consider such costs as part of their contribution to the project - a contribution which must equal or surpass the amount being requested from the LMPP, and which may be measured either in cash or in kind.
