British Columbia was among the first jurisdictions on the continent
to recognize the benefits of using technology to coordinate
the elements of the justice system, and the province remains
a leader in implementing an integrated justice.
JUSTIN, B.C.'s Justice Information system provides a single
integrated database comprising almost every aspect of a criminal
case, including: police reports to crown counsel and police
scheduling, crown case assessment and approval, crown victim
and witness notification, court scheduling, recording results,
document production, and judicial trial scheduling. As of
July 2001, JUSTIN is implemented in sites that hear 100% of
criminal matters in B.C. Justin is now be fully implemented
and installed in approximately 400 office locations. We will
continue to enhance JUSTIN in response to new initiatives
in BC's justice system.
History
In 1995, the Ministry of Attorney General launched the
JUSTIN Project, with the aim of developing an integrated justice
system. Late in that year, pilot testing of the Crown Counsel
component commenced in Kelowna and continued until the system
encompassed data and operational functionality to serve Police,
Crown, Judiciary, Courts, and Corrections. The core software
product, JUSTIN Version 1.02, was completed in May 1999, at
a total contracted development cost from inception of $4.0
million. In addition to this expenditure, a significant amount
of staff time has and continues to be devoted to the design,
specification, testing, training, project management and ongoing
support necessary to make the initiative a success.
