Two Financial Officers

NRC Finance Branch (NRC-FB)

These are continuing positions.

Your Challenge
Under the direct supervision of the Finance Branch, the incumbent is co-located with the client, providing the primary support for all financial administration activities to the senior management of the client. The incumbent provides expert financial support and guidance in financial forecasting for program planning and budgeting activities, monitoring their financial status and providing budget information and guidance, by participating in the implementation of the various accounting systems and sub-systems and monitoring their use to ensure the internal control of all of the I/P/Bs’ financial activities. The incumbent will perform other duties as required, including providing operational and functional direction to Finance and Administrative Officers and clerks.

Screening Criteria
Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates.

Education
Bachelor degree from a recognized university with specialization in accounting, finance, business administration, commerce or economics or eligibility for a recognized professional accounting designation (i.e., CA, RIA/CMA or CGA),

Experience
Recent and some experience in financial management and accounting in the federal government. Some experience in the delivery of financial services for financial and management accounting, financial policy, and financial systems. Some experience in the provision of financial advice and support to management in financial forecasting, budgeting and reporting. Some experience in analyzing and interpreting complex financial information. Some experience in analyzing, developing and implementing business processes and procedures. Some experience in supervision of staff. Some experience to use MS Excel proficiently to manipulate data and tables. Experience with developing Powerpoint presentations would be an asset. Experience with SAP would be an asset.

Assessment Criteria
Candidates will be assessed on the basis of the following criteria:

Technical Competencies:
Expert knowledge of accounting, financial and business principles and methods. Knowledge of the Financial Administration Act. Expert knowledge of financial management policies and application and dissemination procedures. Working knowledge of the following SAP modules: FM, CO, FI, SD, MM, PCP (Personnel Cost Planning) and PS preferred. Good Knowledge of financial forecasting principles as well as planning and budgeting in the federal government. Ability to extract financial data and reports from SAP, interpret this information to assist clients. Ability to provide expert financial advice. Ability to plan, develop, and implement financial management procedures. Good analytical, problem solving and decision-making skills. Ability to communicate effectively both orally and in writing. Ability to use MS Excel proficiently to manipulate data and tables. Ability to supervise staff.

Relocation
Relocation assistance will be determined in accordance with NRC's directives.

Salary Range
From $50,947 to $67,757 per annum plus the Bilingualism Bonus of $800 a year.
