NRC Finance Branch

More than Just Numbers...

Abacus

The mission of NRC Finance Branch (NRC-FB) is to support NRC management decision-making through the provision of financial advice and analysis, information, and system support and the provision of a comptrollership function. It is the goal of NRC-FB to work in partnership with the institutes, programs and branches in the achievement of NRC's vision to 2006 and beyond while still ensuring compliance with regulations and policies from the Central Agencies.

Finance Branch consists of three sections as follows:

Accounting Operations

The Accounting Operations section is responsible for the day-to-day processing of transactions through General Accounting, A/P, A/R and Travel. Key activities and outputs include verification and payment of non-salary expenditures, receipt and collection of income, maintaining the chart of accounts, preparing adjusting entries, reconciling financial data, preparing the public accounts and NRC's financial statements and administering delegated signing authorities. This section interacts on a daily basis with central agencies, as well as with the institutes.

Financial Planning, Budgeting and Advisory Services

This section regroups three complementary units. The Planning and Budgeting unit is responsible for managing the financial resource request documents and monitoring and reporting on NRC's sources and uses of funds for both internal and external audiences and includes the government estimates process, cash flows and budgets, salary forecasting and income management. The Advisory Services unit provides financial analysis and advice to institutes and senior management on the financial aspects of NRC's entrepreneurship activities including costing, pricing, project accounting, general financial management issues and training.   The Transfer Payment Advisory Services unit supports the NRC's contribution programs by providing advice, training and dealing with policy matters (including representation on intra/inter departmental committees) relating to the financial administration of transfer payments at NRC. On a daily basis, the Financial Planning, Budgeting and Advisory Services section as a whole interacts with central agencies as well as with senior management and the institutes, programs and branches and are often the first point of contact when they are faced with complex or unusual non-transactional financial issues.

Corporate Financial Systems and Reporting

The Corporate Financial Systems and Reporting section is responsible for planning and coordinating the development and maintenance of the NRC financial systems and policies. Key activities and outputs include support of FIS initiatives, configuration and maintenance of Sigma's financial modules, Finance End User Conferences, Systems financial support to corporate, and I/P/B functional requirements. This section has significant interaction with the Institutes through its training and user group functions.
