HMIRC is governed by a tripartite Council of Governors representing industry, labour, and federal/provincial/territorial governments. Council is responsible for making various recommendations to the Minister of Health.

The President and Chief Executive Officer is appointed by the Governor in Council, and has the authority and responsibility to supervise and direct the Commission’s work on a day-to-day basis.

In adopting a three business line structure, the Commission has undertaken, over the course of the past year, a complete reorganization and redefinition of jobs in its three core areas. This action has had the effect of significantly reinforcing the renewal mandate of the Commission.
