QUEBEC JUDICIAL APPOINTMENTS ANNOUNCED

OTTAWA, May 29, 2003 - The Honourable Martin Cauchon, Minister of Justice and Attorney General of Canada, today announced the following appointments:

Claudine Roy of Montréal is appointed a judge of the Quebec Superior Court, district of Montréal. She replaces Mr. Justice J.-G. Boilard who elected to become a supernumerary judge.

Madam Justice Roy graduated in law from l'Université Laval in 1977, obtained a Master of Laws from l'Université de Montréal in 1992, and was admitted to the Bar of Quebec in 1980.

At the time of her appointment, Madam Justice Roy was a partner with the firm Ogilvy Renault where she served as a member of the Litigation Group, as well as Coordinator for the research and administrative law teams. She was a lecturer at l'Université du Québec à Montréal (UQAM) from 1991 to 1993.

Madam Justice Roy is presently a member of the Comité du Fonds d'indemnisation du Barreau du Québec, and a member of the International Development Committee of the Canadian Bar Association. She has also served as President of the provincial and national sections of Administrative Law of the Canadian Bar Association, and is a former member of the professional conduct committee of the Bar of Quebec. Madam Justice Roy is the author of several books and legal articles.

Kirkland Casgrain of Montréal is appointed a judge of the Superior Court of Quebec, district of Montréal. He replaces Mr. Justice K. Downs who elected to become a supernumerary judge.

Mr. Justice Casgrain graduated in law from l'Université Laval in 1982, and was admitted to the Bar of Quebec in 1983.

At the time of his appointment, Mr. Justice Casgrain was a partner with the firm Legault Joly Thiffault, where he specialized in the areas of civil and commercial law, particularly shareholder disputes.

Mr. Justice Casgrain is former President of the Superior Court Liaison Committee on civil issues, and is a former member of the Conseil du Barreau de Montréal, as well as the Liaison Committee of the Court of Quebec.
