NEWFOUNDLAND JUDICIAL APPOINTMENTS ANNOUNCED
OTTAWA, June 22, 2000 - The Honourable Anne McLellan, Minister of Justice and Attorney General of Canada, today announced the following appointments:
The Honourable Robert A. Fowler, of Grand Falls/Windsor is appointed a judge of the Newfoundland Supreme Court, in Happy Valley - Goose Bay. Mr. Justice Fowler received his LL.B. from Dalhousie University. He was appointed to the
Provincial Court of Newfoundland in 1977. During his time as a Judge of the Provincial Court, Mr. Justice Fowler has dealt primarily with criminal matters. He has been very active in judicial education, having served as Chair of the Atlantic
Education Committee and later, as Chair of the Canadian Judicial College, both of the Canadian Association of Provincial Court Judges. At the time of his appointment, he was a member of the Advisory Committee of the Aboriginal Justice Learning
Network. Mr. Justice Fowler has served as a Deputy Judge of the Northwest Territories.
The Honourable Richard D. LeBlanc, of Corner Brook is appointed a judge of the Newfoundland Supreme Court in Corner Brook. Mr. Justice LeBlanc received his LL.B. from Dalhousie University in 1979 and was called to the
Bar of Newfoundland later that same year. Mr. Justice LeBlanc was in general practice with Blackmore and LeBlanc in Corner Brook prior to his appointment to the Provincial Court of Newfoundland in 1989. Mr. Justice LeBlanc has served as Chair of
Education Programming for the Provincial Court of Newfoundland as well as Chair of the Family Law Rules Committee of the Provincial Court of Newfoundland.
These appointments are effective immediately.
