NOVA SCOTIA JUDICIAL APPOINTMENTS ANNOUNCED

OTTAWA, December 12, 2002 -- The Honourable Martin Cauchon, Minister of Justice and Attorney General of Canada, today announced the following appointments:

Arthur W.D. Pickup, Q.C., of Port Hawkesbury, is appointed a judge of the Nova Scotia Supreme Court. He replaces Mr. Justice F.B.W. Kelly who elected to become a supernumerary judge.

Mr. Justice Pickup received a Bachelor of Laws from Dalhousie Law School in 1975, and was admitted to the Nova Scotia Barristers' Society the same year. At the time of his appointment, he was a partner with the firm of Pickup MacDowell in Port Hawkesbury practicing primarily in municipal and education law. He has extensive litigation experience and has appeared before all levels of the courts in Nova Scotia, as well as before various administrative tribunals.

Mr. Justice Pickup was a member of the Advisory Board of Education Law Reporter and is a former member of the Bar Council of the Nova Scotia Barristers' Society. Mr. Justice Pickup was appointed Queen's Counsel in 1993.

Mona Lynch of Halifax is appointed a judge of the Nova Scotia Supreme Court. She replaces Mr. Justice D.W. Gruchy who elected to become a supernumerary judge.

Madam Justice Lynch received a Bachelor of Laws from Dalhousie Law School in 1985, and was admitted to the Nova Scotia Barristers' Society in 1986. At the time of her appointment, she was the Youth Criminal Justice Act Coordinator with the Nova Scotia Department of Justice in Halifax. From 1987-99, she was with Nova Scotia Legal Aid where she acquired extensive experience in family, young offender and criminal matters. Throughout her career, she has been very active with the Criminal Justice Section of the Canadian Bar Association. Madam Justice Lynch has been a frequent presenter, and is the author of various publications on young offender law.

These appointments are effective immediately.
