Nunavut Justice Issues: An annotated bibliography
Document Brief
This annotated bibliography describes the methodologies and major findings of 32 articles and reports on Northern justice. The author provides a framework for conceptualizing this vast range of material by suggesting four interwoven themes. Crime, social problems and justice-related issues emerge from articles that touch on the following: cultural, geographic and linguistic barriers; substance abuse and violent crime; and the inadequacy of legal, judicial, recreational, social and mental health services. Programs like circle sentencing and justice committees are also examined: how can more holistic, victim-centred initatives be implemented that take youth -- as well as cultural and linguistic differences -- into account? The literature also contrasts the approaches taken by mainstream agencies vis-à-vis community-centred programs. The final theme that flows from the readings is mobilization, which raises questions about each community's struggle with power dynamics, accountability and inequality.
