Global meeting to develop common approach on avian influenza and human pandemic influenza
Further to PSEPC Daily Brief DOB05-213, the meeting aimed at developing a consensus on a common approach to avian influenza and potential human pandemic influenza opened in Geneva on November 7. This meeting is jointly organized by the Food and Agriculture Organization, the World Organisation for Animal Health (OIE), the World Bank and World Health Organization, and brings together 600 delegates from more than 100 countries. Delegates include experts on animal health, human health, the environment and economics.

Avian influenza: Update
Further to PSEPC Daily Brief DOB05-214, on November 9, the Ministry of Health in Vietnam has confirmed an additional human case of H5N1 avian influenza. A 35-year-old man was admitted to hospital and died. This newly confirmed case coincides with a recurrence of outbreaks in poultry. Since mid-December 2004, Vietnam has reported 65 cases, of which 22 were fatal.

Since December 2003, there have been 125 cases of avian influenza resulting in 64 deaths in Indonesia, Vietnam, Thailand and Cambodia.

In brief

Governments of Canada and the Northwest Territories to fund intelligent transportation systems
On November 8, the Honourable Ethel Blondin-Andrew, Minister of State (Northern Development), announced on behalf of the federal Minister of Transport and the Minister of Transportation for the Northwest Territories, the signing of two contribution agreements to develop and deploy intelligent transportation systems in the Northwest Territories. The combined funding for these agreements amounts to $700,000. The first agreement is for intelligent transportation systems research and development projects. The two governments will each contribute up to $250,000. Under the second agreement, the governments of Canada and the Northwest Territories will each contribute up to $100,000 to deploy intelligent transportation systems in the territory.

Governments Partnership makes Trans-Canada Highway safer - B.C.
On November 8, Minister of Industry and co-Senior Minister responsible for B.C. David L. Emerson, announced on behalf of federal Minister of Transport and B.C. Minister of Transportation an $8.1-million highway safety upgrade on a section of the Trans-Canada Highway. The upgrade is a project under the Strategic Highway Infrastructure Program (SHIP), one of several cooperative partnerships between Transport Canada and the B.C. Ministry of Transportation. The Government of Canada is contributing $2.6 million to the project.

Cyber risk assessment

Over the course of the past 24 hours, the Canadian Cyber Incident Response Centre (CCIRC) has not detected any significant new threats or vulnerabilities. However, Microsoft has released a Security Bulletin, MS05-053, addressing a critical vulnerability in most of their current operating system products. Updates and workarounds are available.

No significant incidents with the potential to affect critical infrastructure have been reported. Accordingly, based on the information available to CCIRC, the cyber risk facing Canadian critical infrastructure is assessed as low. Personnel responsible for information, systems and network security should continue to apply appropriate security precautions and monitor their systems.
