Anne McLellan announces appointments to the National Parole Board for Ontario Region

Ottawa, March 30, 2005 -- The Honourable Anne McLellan, Deputy Prime Minister and Minister of Public Safety and Emergency Preparedness, today announced the following appointments as part-time members of the National Parole Board in the Ontario Region, which includes the Territory of Nunavut:

Céline Chamberland of Iqaluit, Nunavut, is a lawyer who is currently the head of the Legal Translation Service at the Department of Justice in Nunavut. She received her law degree from the University of Montreal in 1987 and has been a member of the Quebec Bar since 1988. Ms. Chamberland worked in a private law practice in Montreal from 1988 to 2000. Between 2001 and 2003 she worked as a legal translator/editor first for All Languages Ltd. in Toronto and then for the European Centre of Public Law in Athens, Greece.

Bruce Elwood of Dundas, Ontario, is a former police officer who retired from the Hamilton-Wentworth Regional Police Force after 33 years with the rank of Deputy Chief, Field Services. While serving on the police force he was a member and past president of the Board of Directors of the Hamilton-Wentworth Children’s Aid Society between 1991 and 2001 and a member of the Board of Directors for the St. Leonard’s Society from 1997 to 2001.

Chris Trowbridge of Westport, Ontario, recently retired from a career in federal corrections that spanned more than 35 years including 10 years with the Correctional Service of Canada as a classification officer, a parole officer and a section supervisor and 25 years with the National Parole Board in various positions, finally as senior policy analyst in Ottawa from 1995 to 2005. Since 1982, Mr. Trowbridge has also served as a councillor on the Village of Westport town council.

Rebekah Uqi Williams of Iqaluit, Nunavut, was a Member of Nunavut’s Legislative Assembly from 2001 to 2004. From 1999 to 2001 she was an Assistant Deputy Minister with the Department of Justice for Nunavut after spending two years just prior to that as an advisor on establishing the Department of Justice for Nunavut. From 1994 to 1997 Ms. Uqi Williams was a community justice specialist with the Department of Justice for the Northwest Territories and a community social worker for the NWT Department of Social Services between 1982 and 1994.

The National Parole Board is an independent tribunal responsible for deciding the timing and conditions of release of offenders on various forms of parole. As part of the criminal justice system, the Board contributes to the protection of society by facilitating the timely integration of offenders as law-abiding citizens. The Board’s first and foremost consideration in its decision-making is the safety of the public.
