Action

The Aboriginal Policing Directorate (APD) Regional Manager will provide the Federation of Saskatchewan Indian, Inc. (FSI, Inc.) and the province with a copy of the audit report for information and any further action deemed necessary beyond what is noted in this MAP.

Audit observations

Deliverables per Schedule A to the Agreement

Observations & recommendations

The FSII did not have sufficient time to fully complete deliverables 1, 2, 3 & 5 as per schedule A to the Developmental Activities Agreement.

Action

The RM will request that FSII fulfills all deliverables, as outlined in Schedule A of the Development Activities Agreement. In the event that the deliverable(s) cannot be fulfilled, the RM will request the FSII to provide a written explanation as to why the deliverable(s) were not fulfilled.

  • Deliverable 1 (to provide a five-year strategic plan)
  • Deliverable 2 (to develop a document that would encompass a strategic plan for Police Management Board Training)
  • Deliverable 3 to provide training (over and above the Police Management Board training already scheduled for January 2004) to 30 communities.
  • Deliverable 5 to provide a Police Management Board report about training (excluding the Police Management Board training scheduled for January 2004).

    It should be noted that the Developmental Activities Agreement was not signed in a timely manner and therefore did not provide the Recipient with sufficient time to fulfill the deliverables as per Schedule A of the Agreement.

    Parties to the Agreement
    Section 1.1 defines the Federation of Saskatchewan Indian Nations (FSIN) as one of the parties in the Agreement.  The legal name of FSIN is now Federation of Saskatchewan Incorporated.  This name change has not been recognized by a signed amendment to the Contribution Agreement. 

    Action

    The agreement reflected in this audit is the last document to bear the former title of FSIN.  The 2004-2005 contribution agreement reflects the FSI, Inc. title as will all future agreements.
