- People and Process in Transition -- Report to Solicitor General
![pdf](/web/20061026000427im_/http://psepc.gc.ca/images/pdf.gif) Following Security Intelligence Review Committee’s (SIRC) 1987 annual report, the Solicitor General announced the formation of an independent advisory team to address two specific issues raised in the report. The first issue was whether CSIS was recruiting personnel with the proper mix of skills, education and experience to meet the intelligence needs of the Government. The second issue concerned CSIS operational policies related to ‘targeting’, and the balance between the needs of the state versus the rights of the individual. The report examined these two issues and presented recommendations.
