Michael Collins came to the Canadian Grain Commission (CGC) in 1997 from Human Resource Development Canada (HRDC). At HRDC he had been the director of the Winnipeg Information Technology Center since 1994.

Michael Collins is responsible for ensuring the provision of Information Technology Services nationally, as well as providing some services to a group of outside clients.

He holds a Bachelor of Arts from the University of Winnipeg, a Masters of Business Administration from Queen's University in Kingston, Ontario and a Computer Analyst Programmer Certificate from Red River College.
