ForewordSince 1970, through the Disaster Financial Assistance Arrangements, the federal government has provided financial assistance to provincial governments when the cost of dealing with a disaster would place an undue burden on the provincial economy. The Disaster Financial Assistance Arrangements are administered by OCIPEP under guidelines approved by the Cabinet. This manual is intended to assist in the interpretation and administration of the Disaster Financial Assistance Arrangements by documenting the guidelines, and by citing examples to illustrate the manner in which they have been applied. Where reference is made to a province or provinces in this manual, it is intended that the territories be included in the reference. ContentsPlease note that the following document was published before PSEPC was created in 2003. Thus it reflects the old departmental name, Office of Critical Infrastructure Protection and Emergency Preparedness (OCIPEP). We hope this causes no confusion.
