Public Notice

March 20, 2006

The Military Police Complaints Commission is holding a public interest hearing into allegations of police misconduct

Ottawa -- Starting on Thursday, March 23, 2006, the Military Police Complaints Commission (MPCC) is holding a Public Hearing to examine a complaint concerning the conduct of military police members with respect to a sexual assault investigation.

The hearing will begin on March 23, 2006, at 11:00 am with a telephone conference involving the tribunal, the parties and other interested persons. Anyone wishing to attend may come to the hearing room located at 270 Albert Street, 10th Floor, Ottawa, Ontario. The purpose of the telephone conference call is to set a date for the commencement of the receipt of evidence by the Commission, to hear motions for standing by interested persons, and any other preliminary matters as might be raised by Commission Counsel or any party.

The incident that led to the complaint occurred at a cadet camp in Western Canada. Because of the nature of the offence and the fact that it involves young persons, prior to the hearing of evidence, legal counsel to the Complaints Commission will seek an order restricting the publication of the identity of the complainant and of the uncharged suspect as well as other minors involved in the incident and any information that could disclose their identities. For the purposes of the telephone conference, Commission Counsel will seek an interim order restricting such publication of the identity of minors.

The Commission's Chair, Mr. Peter A. Tinsley, will preside as the hearing officer, and Mr. Guy Cournoyer and Mrs. Julianne Dunbar will act as Commission counsel.

Based on the evidence heard, the Complaints Commission is empowered to make findings and recommendations, which are provided to authorities in the Canadian Forces and the Department of National Defence.
